Wild boars are on the loose in Pres- cott-Russell and the provincial govern- ment wants farmers, hunters and private landowners to help corral and kill them. The Ministry of Natural Resources (MNR) has issued to landowners in the region warning them about the risk that wild boars pose to the local environment and public safety and asking for assistance in dealing with the problem. The United Counties of Prescott-Russell (UCPR) council also re- ceived a letter from Joy Sterritt, resources management supervisor at MNR’s Kempt- ville office regarding the problem. “Wild boars have been observed in wood-

mals are removed from the landscape as soon as possible.” Wild boars are not native to North Amer- ica. They are a European breed of wild pig that has been imported to both Canada and the United States by various private breed- ing farms for the exotic meats market or for private hunting preserves. Over the years there have been various incidents where wild boars have escaped from their pens and made their way into the surrounding countryside. In 2008 there was a breakout of 16 wild boars from a farm near Embrun, but they were all believed killed either by local pred- ators and hunters or through “roadkill” en- counters with local traffic. A $1000 fine was levied against the farmer who was keep- ing wild boars on his property for failure to notify local game officials about the es- caped animals. The ministry has received no reports of any recent escapes of wild boars from any farms or breeding outfits in the Pres- cott-Russell region. But it has received re- ports of sightings of the animal. The con- cern is that, if left unchecked, the wild boars could cause damage to local farm fields, crops, and the natural eco-system. MNR is allowing farmers and other local landowners to kill any wild boars they see near or on their property. Hunters are also allowed to “shoot on sight” any wild boars they encounter as long as they have a small game hunting licence. The ministry’s memo recommends aiming for the shoulders of the boar when shooting. Residents are warned to be careful if they see a wild boar. It can be dangerous if cor- nered or injured or if it is a sow with young. Anyone who sees or shoots a wild boar is asked to report it to Mary Dillon, MNR management biologist, at the Kemptville office at 613-258-8267. The breed is known for its ferocity when provoked. During medieval and later times in Europe, wild boar hunting was a popular, but dangerous, sport for the nobility. Spe- cial boar lances and swords were designed that featured flared guards close to point of the lance or sword to prevent a wounded boar from pushing its way along the shaft of the lance so it could use its tusks to gore the hunter who had hurt it before it died. Wild boar hunting in season is still popu- lar in some parts of Europe. Experts recom- mend either a 30.06 or .308 rifle for hunt- ing the animal. The very smallest caliber deemed feasible would be a .243. Anyone in the area whose only firearm is a .22-calibre should not try to shoot a wild boar.

BROCKVILLE | Several schools were up front and centre in the spotlight during this year’s special awards event for the Upper Canada school district. This year’s annual Trustee Innovation Awards and theTedKennedy LegacyAwards for the Upper Canada District School Board (UCDSB) took place as part of the Sept. 24 district board meeting in Brockville. Rockland District High School students Nerys Foss and Hazar Karagul received spe- cial recognition from board trustees during the meeting for their creation of the Trust- ee Innovation Award design itself, which features the Book of Knowledge and the branch of a floral tree in the graphic. The Trustee Innovation Awards recognize UCDSB staff members for using “innovative instructional practices” and other actions or methods to help district students succeed and help improve the overall Upper Canada BROCKVILLE | Upper Canada school board trustees are taking a proactive position to make sure the district budget doesn’t get unbalanced by accident. During the Sept. 10 regular session, the Upper Canada District School Board (UCDSB), approved three resolutions aimed at guaranteeing that the 2014-2015 budget passed in June before the summer break stays balanced and does not require re- working because of any Ministry of Educa- tion funding policy changes. In a news release following the Wednes- day meeting, the UCDSB expressed “con- cern due to recent hints by the Ministry of Education that the province is tightening its belt.” The three motions are designed to

Deforestation for various purposes, in- cluding agricultural and residential pur- poses, is a growing concern for Russell Township environmentalists, including Cindy Saucier, a member of the Environ- mental Advisory Committee and Trees for Tomorrow. Others, however, such as François Lapointe of Lapointe Drainage, a land-drainage specialist that works close- ly with the farming industry, points out to the obvious: growing food is important. Cindy Saucier has publicly expressed fear for loss of natural habitat, loss of trees that filter and oxygenate air, and reduced water quality due to tree removal. In a re- cent statement, she also mentioned a re- generated forest along Eadie Road that was clear cut this spring and the grassland on it plowed for agriculture. It is now a tiled corn field. “Trees for Tomorrow has been planting trees,” she said. “But last spring when we planted 10,000 trees, we lost just as many.” She hopes a tree bylawwill become an elec- tion issue in the upcoming municipal elec- tions. “In most cases, land clearing occurs where agriculture took place before,” re- plied François Lapointe. “Those fields were abandoned due to a lack of drainage and the economic situation of the time.” “Growing food is important,” replies La- pointe. “Now, worldwide, it’s a race to pro- duce food, and produce it the cheapest way,” he said. “The human race is already starving, and below two per cent of the population could take care of it…Farmers are constantly at risk—the weather, eco- nomic situation around the world, unstable commodities prices.” He explained that clearing large tracts means less drain clogging due to roots and helps maximize food production. “Those activities involve water control and erosion management, drainage, land clearing and being environmentally responsible at the same time.” He says agricultural lands are 6.8 per cent of Canadian land, of which only 2.5 per cent is considered prime farm land. Une soixantaine de personnes ont répondu présentes lundi matin, à l’h ôtel de ville de la Municipalité de Russell, pour la levée du drapeau pour le lancement du Mois du cancer du sein dans la municipalité. Le maire Jean-Paul St. Pierre a procédé à la levée du drapeau, entouré des Amies pour la vie avec Marie-Claire Ivanski à sa tête, de quelques femmes atteintes de ce mal et d’autres survivantes du cancer du sein. À ce jour, les Amies pour la vie ont amassé 53 408$ qui seront remis à la Fondation du cancer du sein. Chaque année, le mois d’octobre est, dans les pays du monde entier, un mois consacré à la sensibilisation au cancer du sein.

ServiceCentre Ontario closure Residents in the Village of Casselman and surrounding area who need to renew their driver’s licences or deal with other provincial paperwork matters will need to do a bit of dri- ving or else go online in some cases. The ServiceCentre Ontario office in Casselman is closed until Oct. 14. The outlets in Embrun, Winchester and Alexandria are available to deal with any requests from Casselman or residents can go online for driver’s licence renewals. Any decision will have to wait until after the October elections. But the United Counties of Prescott-Russell council (UCPR) is at least willing to have its public works staff and advi- sory committee look into the possi- bility of a pedestrian walkway for the Village of Limoges. The UCPR council accepted a request from Russell Township for an analysis on the possi- bility and feasibility of installing a pe- destrian crosswalk on Limoges Road at the Oasis Street intersection. The Nation municipal council also sup- ports the proposal as the Village of Li- moges straddles the border between The Nation and Russell Township. Pedestrian walkway

The recent OPP announcement of arrests as police broke up a large-scale child por- nography ring operating in several of On- tario’s smaller communities has highlighted the issue of child abuse in Canada and the need for vigilance against those who ex- ploit children and abuse them, whether sexually, physically, or mentally. Valoris officials noted in a press release that 37 per cent of their own investigation files end up transferred to long-term child protection services. During the 2013-2014 fiscal operating year Valoris offered child protection services to 674 families with

concerns about either child abuse or neg- lect. “We take this opportunity,” states the re- lease,“to stress the importance of commun- ity involvement in providing children with quality services that offer protection and security while supporting their families. Pour Mélodie Denis, élève-artiste à l’École secondaire catholique de Casselman (ESCC), une grande œuvre signifie une œuvre à grande échelle. Son tableau intitulé Cauchemar lui a permis de remporter le 3e prix junior du Concours de l’œuvre à l’expo 2014, organisé par l’Association francophone pour l’éducation artistique en Ontario (AFEO), en partenariat avec le Bureau des regroupements des artistes visuels de l’Ontario (BRAVO) et le ministère de l’Éducation de l’Ontario. Pour créer son tableau, Mélodie s’est inspirée du Pop Art, mouvement artistique populaire du milieu des années 1950 et popularisé par Andy Warhol, Claies Oldenburg et Roy Lichtenstein. Un jeune qui n’a pas peur des défis

Mathieu Galipeau, de Caselman, âgé de 18 ans, en a étonné plus d’un lors des compétitions d’hommes forts qui se sont tenues le samedi 20 mai dernier dans le cadre du Festival de la bine de Plantagenet. Encore aux études, le jeune homme s’entraîne pour le hockey mais a quand même décidé de relever le défi. Il a terminé en 9e position. À voir son visage pendant les épreuves, tous peuvent affirmer que le jeune homme a tout donné. Plus de 1500 personnes ont assisté à cet événement, animé par nul autre que Jean-François Caron, l’homme fort du Canada. Parmi les 10 concurrents, trois étaient de l’Est ontarien et les autres de l’ouest du Québec. Ci-contre, Mathieu Galipeau tente de réaliser le plus grand nombre de levées d’un poids de 170 livres en 90 secondes. Il en a accumulé quatre.

MP praises EI break for small business Small and medium-sized businesses in Glengarry-Prescott-Russell will benefit from a new small business tax credit dealing with Employment Insurance (EI) premiums. MP Pierre Lemieux stated in a press release that the two-year program means a 15- per cent lowering of payroll taxes which will help reduce operating expenses for small business. He also noted that a planned reduction of the EI premium rate in 2017 will also benefit small businesses in the riding.
