Ottawa police have charged a man with aggravated assault after a stab- bing incident in Navan last week. A 58-year-old man has been charged with six counts of aggravated assault and assault for the attack on his family, which took place in their home in Navan on Sunday, May 13. The man has been charged for stabbing his wife, a 49-year- old woman. Their 23-year-old daughter is then believed to have intervened by repeat- edly stabbing her father. La Cité de Clarence-Rockland passe à la prochaine étape concernant sa sou- mission au Défi des villes intelligentes. La Cité a soumis une proposition de transport actif dans le cadre du Défi des Villes Intelligentes, après avoir consulté la population, par sondage, lors des derniers mois. Le Défi, un concours pancanadien lancé par Infrastructure Canada, a comme but d’améliorer la qualité de vie des rési- dents des municipalités par l’innovation, l’analyse de données et la technologie. La Cité de Clarence-Rockland a soumis une proposition de transport actif à l’énoncé de défi suivant : « Clarence-Rockland exploi- tera la technologie des capteurs intelligents et l’analyse géospatiale, afin de favoriser le changement des habitudes en réalisant un réseau de transport actif, permettant à 100 % des résidents d’accéder aux prin- cipales destinations communautaires à pied ou à vélo, pour une ville en santé avec d’innombrables possibilités. » À ce point-ci, cette soumission a été jugée admissible par Infrastructure Canada. Si Clarence-Rockland passe à la prochaine étape, elle recevra un montant de 250 000 $ pour mettre sur pied un projet-pilote. La proposition gagnante sera annoncée à l’hiver 2019 et la municipalité saura d’ici quelques semaines si elle est une des cinq finalistes. The provincial election is about two weeks away and now controversy has struck at the campaign of Progressive Conservative candidate Amanda Simard. Rachel Theriault sent out an email to all media May 18 stating that she had resigned as a member of the Simard campaign team. Theriault identified herself as the secre- tary for the Glengarry-Prescott-Russell PC executive and the campaign’s technology manager and stated that she could no longer continue in either position “due to a number of ethical and moral conflicts” which she cannot accept or resolve for herself concerning both the local campaign itself and the party’s current leader, Doug Ford. Thériault stated she will now support Liberal candidate Pierre Leroux. “The rationale for my decision is multi- faceted, including Doug Ford’s antiquated policy to deny media and debate requests;” stated Theriault, “the inequality between &OHMJTIBOE'SFODIJOUIFJSQSJPSJUJFT UIF continued dirty politics committed by the Simard Team during this campaign; my personal concerns and loss of faith in our local candidate; and finally, my absolute disgust in the coup that was done to Patrick Brown by members of the Ontario Progres- sive Conservatives. L’augmentation du salaire minimum en Ontario a été un sujet important au cours des dernières années pour les employeurs de l’Ontario, particulière- ment ceux de la région de Glengarry- Prescott-Russell (GPR) aux élections provinciales. Lors d’une table ronde organisée par la $PNQBHOJFEÊEJUJPO"OESÊ1BRVFUUF &"1 le 17 mai dernier, les trois candidats qui avaient accepté notre invitation, le libéral 1JFSSF-FSPVY MFMJCFSUBSJFO%BSDZ/FBM%PO - nelly et la néo-démocrate Bonnie Jean-Louis ont fait valoir leurs perspectives sur divers enjeux, y compris l’augmentation du salaire minimum. Les candidats ont plus au moins convenu que l’augmentation du salaire minimum à 14 $ en janvier dernier, et dont l’augmenta- tion est prévue à 15 $ en janvier prochain, est nécessaire pour aider les travailleurs de la province. The cost of electricity for residents in Glengarry-Prescott-Russell is one of the burning issues for the provincial election campaign. Three candidates vying to become the next MPP for the riding agree that something must be done, but they don’t all agree on what. Liberal candidate Pierre Leroux, Libertar- JBODBOEJEBUF%BSDZ/FBM%POOFMMZ BOE/%1 candidate Bonnie Jean-Louis all accepted BOJOWJUBUJPOUPTJUEPXOXJUI&"1FEJUPSJBM staff for a roundtable discussion, May 17, on several key concerns in the GPR. One topic of contention was the cost of hydro. “I understand these things because I live with them every day,” said Leroux, noting that more people should also be aware that a rural savings program exists for hydro. Leroux criticized both the previous Pro- HSFTTJWF$POTFSWBUJWFBOE/%1QSPWJODJBM the leadership of then leader Patrick Brown. The Ontario Party is one of the new- est additions to the province’s political scene. Charbonneau described himself and other party members as people “with principles in common” with a focus on local representation. “My job is to be the representative of the riding in Queen’s Park and vote on what the constituents want,” he said, adding that the Ontario Party’s principles include free voting by its members in the legislature. Joel Charbonneau of the Ontario Party is the youngest candidate among those seeking to become the next MPP for Glengarry-Prescott-Russell in the June 7 provincial election. Charbonneau, 20, lives in Limoges and is a business administration college student at La Cité in Orléans. He also runs a home-based direct sales and supply business. “I am running so Glengarry-Prescott- Russell can have a representative at Queen’s Park,” Charbonneau said dur- ing a May 20 phone interview, “and not a Queens Park representative at Glengarry-Prescott-Russell.” Charbonneau used to be a Progressive Conservative partisan but quit the party a couple of years ago because, he said, “it was becoming another Liberal Party” under

The Library hosted a wonderful fundraising event, it was an amazing and fun evening and it had a significant impact.” Over 135 people gathered at the Rock- land branch of the Library for the event on Saturday night, to support both causes. The evening consisted of dinner, wine, a fashion show and a silent auction. Donations to Once Upon a Time will be accepted until UIFFOEPG.BZ

The Clarence-Rockland Public Library raised $5,000 during its first annual Once Upon a Time event, held on Saturday, May 12. The money raised will go towards creating well equipped and effective spaces in the library for all members of the community. A donation will also be made to the Breast Health Center of the Ottawa Hospital. Actuellement, la signalisation sur les sentiers, dans le stationnement du parc et en bordure des rues principales est vieille et rare. RELAIS POUR LA VIE À L’ESCALE RAMASSE 23 000 $

La deuxième édition du Relais pour la vie à L’Escale a eu lieu le vendredi 18 mai, de 11 h à 23 h, sur le terrain de football de l’école. Plus de 23 000 $ ont été recueilli pour la Société canadienne du cancer. Le Relais pour la vie a comme objectif d’amasser des fonds pour la Société cana- dienne du cancer. Cette année marquera la deuxième édition du Relais à L’Escale et les élèves se sont donné un objectif financier de 15 000 $. Pour participer, les élèves et les membres de la communauté ont formé des équipes de six à douze personnes et ont amassé une moyenne de 100 $ par membre. Il y avait aussi des frais d’inscription, qui incluent le t-shirt pour le Relais, le luminaire et le souper. Les élèves se sont vêtus, soit avec leur t-shirt du Relais pour la vie ou sous le thème de leur groupe – par exemple, le groupe Brazil portait les couleurs du pays. 180 participants se sont rassemblés sur le terrain de football de L›Escale, ce qui faisait 25 équipes. « J’aimerais remercier tous les partici- pants et nos commanditaires; leur appui a facilité le projet et surtout, nous a donné la motivation de se rendre jusqu›au bout » BTPVMJHOÊF.BSJBN4BCCBI DBQJUBJOFEF la campagne. Tout a commencé avec un moulin à scie il y a 150 ans… La fondation de Rockland 1868
précédent. En 1868, un jeune entrepreneur de l’industrie du bois de Thurso, au nom de William Cameron Edwards, à qui la Couronne venait d’accorder des droits d’exploitation d’une importante région de bois dans la vallée de la Gatineau, décida d’ériger un moulin à scie à quel- ques kilomètres en amont de Thurso, à la pointe McCaul, emplacement actuel du parc du Moulin, rue Edwards, à Rockland devait connaître par la suite un développement accéléré et une prospérité sans précédent pour de nombreuses années à venir. Le premier moulin à scie à Rockland Contrairement à Jacques Cartier qui, à bord de la Grande Hermine, gracieuseté de Francois I, découvrit

le cap Bonavista en 1534, c’est à bord du vieux bateau Caroline de la com- pagnie d’Ottawa Forwarding que W.C. Edwards découvrit la pointe McCaul, à Rockland, le 8 novembre 1868. En réa- lité il prenait possession d’un terrain de 100 acres acheté de John Cameron, et ce, pour ériger non une croix mais un modeste moulin à scie. Robuste gaillard, W.C. Edwards creu- sa lui-même les fondations du moulin. Avec l’aide de deux copains de chan- tiers, WilliamWay et Magloire Larivière, et du contremaître William Erskine, il érigea la charpente du moulin à scie. Dès la première année d’opération, la compagnie à charteW.C. Edwards de Rockland produisit plus d’unmillion de mètres carrés de bois scié. La deuxiè- me année, pour satisfaire la demande grandissante de bois des marchés de Montréal et de l’Europe, du bois franc pour la construction de navires, on procéda à l’agrandissement du moulin, de la cour à bois et des quais d’ou se faisait l’expédition.
La saison de la coupe de bois au moulin s’étalait d’avril à novembre. L’hi- ver, avec le gel de la rivièreOutaouais, le moulin fermait ses portes. Les hommes montaient alors aux chantiers dans la Gatineau pour faire la coupe des billets qui devaient approvisionner le moulin l’été suivant. À cette époque, les chan- tiers sur la Gatineau s’étendaient de Wakefield à Maniwaki et Mont Laurier. Des quelques familles qui occu- paient les lieux en 1868, la population de Rockland se chiffraient dans les centaines à la deuxième année d’opé- ration du moulin. Tous étaient à l’emploi de la compa- gnie Edwards. Rares et très rudimen- taires, les habitations se limitaient à quelques maisons et bâtiments de bois construits par la compagnie sur ses propres terrains, aux abords du moulin, sur les rues Woods, Catherine et Edwards.
Les Moulins à Scies W.C. Edwards possédaient d’immenses cheminées et l’un d’entres elles mesurait 105 mètres de hauteur.En fait, la’’ grosse’’ cheminée était un genre de ‘’fournaise’’ dans laquelle le bois de mauvaise qualitée commerciale, de la ripe et même du bran de scie étaient brulés pour produire la vapeur qui actionnait les scies. The W.C. Edwards Saw Mills had two large chimneys one of which was 105 meters in height. In fact, the ‘’large’’ chimney was really a kind of furnace where poor commercial quality lumber, saw dust and wood shavings were burn to produce the steam used to operate the Mills saws.

Edwards Street in Rockland, His choice of time and place could not have been better. Rockland was destined to grow rapidly and to be very prosperous for many years to come. Rockland’s First Sawmill We all learned in school that Jacques Cartier was aboard the ship Grande Ermine when he discovered Cape Bona- vista, for the French monarch François I in 1534. W.C. Discovered McCaul Point in Rockland on November 8, 1868 from the deck of the old Caoline Which belonged to the Ottawa Forwarding Company. Actually, he was taking pos- session of 100 acres of land bought from John Cameron in order to erect a small sawmill. A strong man, Edwards dis the actual
digging of the foundation of his saw- mill. With the help of two cohorts from his lumbering days, William Way and Magloire Larivière, as well as William Erskine, a foreman, he built the frame for his sawmill. The machines were sent from Montreal by barge. From the very first year that it was in business, the W.C. Edwards Chartered Company of Rockland produced more than a million square metres of lumber. In the second year, to satisfy the grow- ing demand from the Montreal and European markets – hardwood was used for ship-building – the sawmill, the lumberyard and the docks from where the lumber was shipped were expanded. The sawmill was in operation from April to November. It shut down in
winter when the river froze over. The men then went into the forests up the Gatineau River to cut timber which would keep the mill running the follow- ing summer. At the time, lumber camps stretched from Wakefiled to Maniwaki to Mont-Laurier. In 1868, there were only a few fam- ilies in the area, but by the sawmill’s second year of operation, hundreds of families had arrived. Practically everyone worked for the Edwards Company. The living accomo- dations, sparse and simple. Consisted of a few wooden houses and buildings built by the company on its land around the mill, on Woods, Catherine and Ed- wards streets. The sawmill was equipped with a water tower that had a raised pumping
Before the 1850’s, development of the area around Rockland consisted of a few settlers working hard to clear large wooded areas in order to cultivate a few acres of land, their only means survival at the time. The L’Orignal-Bytown road, built in 1840 by the governement of Upper Canada, greatly helped the growth of the region. Famous for its lumber industry and the Rideau Canal, Bytown became the seat of government under the Union in 1857. The Rockland area, situated between two commercial centres, Bytown and Montreal, was to undergo unprecedented growth in its lumber industry and population. In 1868, a young lumber entrepre- neur from Thurso, at McCaul Point, where we now find Parc du Moulin on

William Cameron Edwards In 1885, he married Catherine Wilson.
Wilfrid LAURIER au jubilé de diamant de la reine Victoria célébré en 1897 et au couronnement du roi Édouard en 1902. Edwards est président de la com- pagnie Canada Cement et de la Russell Agricultural Society, et directeur de plusieurs compagnies, dont la Banque Canadienne de Commerce, les Chemins de fer du Canada Central, l’Association forestière canadienne et l’Exposition du Canada central. En 1920, il participe à l’organisation d’une fusion de 60 mil- lions de dollars impliquant la Riordon Pulp and Paper Company.

A Liberal, he was five times elected as a Member of Parliament representing the Ontario electoral district of Russell. He was first elected in the Canadian federal election of 1887, and was re- elected in 1888, 1891, 1896 and 1900. On 17 March 1903 he was appointed to the Canadian Senate upon the rec- ommendation of Sir Wilfrid Laurier. He represented the senatorial division of Russell County, Ontario until his death[1] in Ottawa. At one time, Edwards owned the residence at 24 Sussex Drive, having purchased it from Joseph Merrill Currier in 1902.[4] Ironically his nephew Cam- eron Macpherson Edwards’s home, Har- rington Lake, is now the country retreat of the Prime Minister of Canada. Edwards was also president of Can- ada Cement Company, was a noted live- stock breeder and served as president of the Russell Agricultural Society. His nephew Gordon Cameron Ed- wards also served in the Canadian House of Commons.
WilliamCameron Edwards (7May 1844 – 17 September 1921) was a Canadian businessman and parliamentarian. He was born in Clarence Township in Russell County, Ontario, the son of William Edwards and Ann Cameron,[2] received basic schooling in Ottawa and, at a young age, began work in the timber industry at Thurso, Quebec. He founded W.C. Edwards & Company which built large sawmills at Rockland and New Edinburgh. Up until 1920, Ed- wards’company also operated a sawmill on the Petite-Nation River in Quebec at North Nation Mills, north of Plaisance.

Lors de la construction de la route ( rue Laurier ) entre Rockland et Rockland-Est ( TARO ) les journaliers n'avaient pour outils que des pelles. Le transport de la terre et des roches se faisait à l'aide d'un véhicule assez rustique et qui ressemble à un tombereau. Les travailleurs sont Aldéric Meloche, Jos Samson, Léo Hamelin, ? Perrier, Donat Franche, et M. ? St-Denis, père de M. Lucien St-Denis. L'endroit exact et l'année de cette photo sont inconus pour le moment. Labourers were really poorly equiped during the construction of the road ( Laurier street ) between Rockland and Rockland-East ( Taro ) as they were using only shovels. Transportation of sand and stones was done wit a rustic horse-drawn vehicle called a«tombereau».These workers were Aldéric Meloche, Jos Samson, Léo Hamelin, ? Voici un aperçu de la rue Laurier vers 1910. Il est impossible de ne pas remarquer la rue, ( pour ne pas dire une route ) qui est en terre et aussi la borne-fontaine qui est presque dans la rue.Cette section entre la rue St-Jacques et la rue St-Jean comptait 4 édifices: Magasin Stephen Pilon, un commerce ( ? ) non identifié, le Magasin Leduc ( ! ) et une résidence qui n’apparait pas sur la photo.
