Lee-Maria Hughes, Custom Compliance at Keylite Roof Windows (Keylite), has been advocating for more resources in mental health, addiction, and residential rehabilitation. Lee-Maria is working towards a mental health intervention programme called “Katie’s project”, named after her sister, who sadly lost her battle with mental health and addiction. She is also calling for a unified and coordinated approach from all NI Health and Social Care Trusts, as well as executive parties. Keylite has pledged to increase awareness around the mental health crisis facing the construction sector, and is raising money for charity Mates in Mind, which is driving the development of mental well-being frameworks within workplaces. Keylite has raised almost £15K. Lee-Maria commented: “Campaigning to break the stigma and provide more resources for those struggling with mental health and addiction is really important and having an employer that shares these values is truly amazing. Gary Gardner, Woodvale Construction’s HSEQ Manager (Health, Safety, Environment and Quality) has been awarded the John Gordon Safety Person of the Year Award by the Northern Ireland Safety Group. The award is sponsored by the Safety Advice Centre (SAC) and celebrates the individual who has made the greatest contribution towards safety, health, wellbeing, and incident prevention in their workplace in the last year. Presenting the award, the

judges noted “Gary Gardner’s knowledge sharing and a positive influence on the next generation as a major accomplishment”. Woodvale Construction’s Managing Director, Robert

Ewing FCIOB, reflected on the award, “This is a

great achievement for Gary personally and also for the company, as it demonstrates the proactive and forward- thinking approach that we prioritise to protect our most vital resources: our employees”.

The RICS board in Northern Ireland has nominated Air Ambulance NI (AANI) as their chosen charity for the next year. The organisation will also be the charity of the year for RICS Matrics NI, the networking and support group for RICS students and trainees. Air Ambulance NI, working alongside the Northern Ireland Ambulance Service, operates a Helicopter Emergency Medical Service (HEMS) seven days a week to provide emergency medical care and transport to those in need across Northern Ireland. Sharon McClements, chair of the RICS Northern Ireland board, says that they are proud to support Air Ambulance NI’s amazing work. “AANI provides such a critical, and potentially life-saving service across Northern Ireland. CITB NI LAUNCHES CONSTRUCTION TEACHERS FORUM

The Construction Industry Training Board (CITB) in Northern Ireland has officially launched the Construction Teachers Forum as part of their ongoing Build Your Career – a future in construction programme for schools and students. The forum will provide an opportunity for teachers of construction qualifications to get together and discuss best practices for training delivery, share ideas, and resources, as well as to develop solutions to will enhance the teaching of construction qualifications in schools across NI. Seventeen post-primary schools came together for the inaugural meeting. They will gather throughout the year to coordinate activities and determine collective efforts for delivery. Catherine Campbell, who has worked with AG as a Knowledge Transfer Partnership associate graduate for three years, won the prestigious Future Leader title at the Innovate UK KYT Awards. The category celebrates associates who have shown “exceptional skills in driving and delivering innovation strategy, demonstrating great teamwork and outstanding leadership potential”. Catherine was tasked with helping to drive the firm’s sustainability agenda through the introduction of new processes and innovative products. She supported Technical Manager Michael Davies in creating

Fiamma, a product engineered to replicate the surface of natural flamed granite and provide high levels of slip resistance. “I am delighted to have won the ‘Future Leader’ award which recognises the hard work we have been doing at AG to drive sustainability in construction,” Catherine commented. Plans for a new family-focused neighbourhood on Ballinderry Road in Lisburn have been approved by the Lisburn & Castlereagh City Council’s planning committee. The proposal for the 120-home scheme was brought forward by Apex Housing Association to meet the growing need for high-quality social and affordable housing for families and the over-55s population. The agreed mix of housing types is designed to reflect the family-focused nature of the development with a range of homes to include affordable dwellings, 2 and 3-bedroom general needs dwellings, complex needs dwellings/bungalows; 1-bedroom general needs apartments, and 2-bedroom apartments for the over-55s. Apex’s Director of Development, Barry Kerr commented, “During the consultation process, we reached out to gather the thoughts and input from as many residents and stakeholders as possible with hundreds of visits to the consultation website. THE CEF HEALTH AND SAFETY INITIATIVE, SAFETY REBOOT, RETURNS FOR A THIRD YEAR IN JANUARY 2023…

Safety Reboot 2023

T his January, CEF’s month-long Safety Reboot programme aims to encourage construction companies to stop work once a week for about 15 minutes, to take time to focus on key areas of health and safety. The CEF Health & Safety committee has provided resources to enable all in the NI construction industry to get involved. Question packs can be used to stimulate discussion on the chosen topic and a helpful discussion aid is available for each subject to reassure the member of staff facilitating the discussion. It’s an important programme for companies to support, and to involve as many staff as possible. There are 11 wide-

launch Safety Reboot for its third year. The initiative has been well-supported since it began, and we hope to have the most engagement yet this year. The Health & Safety committee has put together a fantastic set of resources to get discussion going on subjects that whilst well-known to construction workers, are the most important to be considered on a regular basis. With the initiative running throughout January, it puts Health and Safety at the forefront of everyone’s mind as the industry embarks on a New Year. Overall, Safety Reboot is a wonderful opportunity for NI construction firms to show off the effort they put into Health and Safety on a daily basis to keep their sites and staff safe. AS WE WELCOME IN 2023, CEF NI MANAGING DIRECTOR, MARK SPENCE, REFLECTS ON THE LAST 12 MONTHS AND CEF’S EFFORTS TO ENSURE THE SECTOR’S CONTINUED VIABILITY FOR THE YEARS TO COME…

An absent Executive at Stormont means further delay in vital and overdue reforms.

M uch has changed over last the 12 months … but, disturbingly, much has stayed the same. As we entered 2022, main challenges were materials inflation and shortages, lack of flexibility in public contracts, insufficient pipelines of profitable work, waning consumer confidence and the prospect of renewed political instability – arguably, as we approach 2023, that largely remains the landscape. Throughout the past year CEF have remained focused on developing practical solutions for our members on as many fronts as possible. GOVERNMENT WORKS On public contracts, we continued to ensure the delivery of the PAN 01/21 that CEF had negotiated in summer 2021, for existing and new contracts. Always mindful that the assistance provided under the PAN since 2021 – and the inclusion of X1 clauses in 2022 tenders – only ever partially cover the extraordinary additional costs of construction, nevertheless it has provided a level of additional support

not seen elsewhere in these islands. Through our membership of the Procurement Board we proactively engaged with government and industry partners on subjects such as alternative forms of contracts and how these can be factored into future pipelines. The year’s lack of political commitment has severely hampered the development of new guidance and practice, reduced the level of consultation and resulted in compromised outcomes but the feedback of the industry has helped to shape the next stage of engagement and reform. As housebuilding faces renewed headwinds we have worked with members and several government departments to progress improvements to the well-rehearsed challenges around planning, housing supply targets, building regulations and wastewater capacity.

base – this has included work with our partners in the Trade Unions on commissioning a significant industry skills review that will be taken forward as a matter of priority in 2023. It’s also been a year where we’ve embedded our three membership- wide taskforces across all aspects of our work. Our Construct Zero Task Force has developed a guide to carbon reduction as well as contributing to UK-wide ongoing research and guidance. Our People & Skills Task Force developed a modern slavery guidance and now has been instrumental in our review of industry skills and engagement with CITB and other stakeholders to find better ways of attracting and retaining the best talent in our industry. Our Procurement & Risk Task Force has continued to support our engagement with CPD on procurement and contractual changes. All of this on top of the four established and very active CEF sectoral committees that have given so generously of their time to engage on topical matters with many invited

This was the year when, with industry colleagues, construction delivered NI’s first mental health strategy for the sector, notably now reflected in mandatory inclusion within CSR training. No longer must this issue be hidden; we can and must talk about it, much as we’d discuss a strain or pain. CELEBRATING THE INDUSTRY March saw the long-anticipated return to in-person events with the glamour of the inaugural President’s Annual Dinner with comedian Neil Delamere. We were also delighted to bring back the CEF Excellence Awards in-person this year – with a record number of entries, over 550 in attendance on the Awards Evening attended by the leaders of Irish and GB Construction as well as the leading contractors and clients in NI. In the second year of new awards recognising the individuals within our business, it was notable that, for the second time, the Apprentice of the Year was female, helping to dispel the myths and prejudices around our

changing industry. We saw world-class projects being recognised and the evening proved a positive reminder of what our industry, and, crucially, its people can achieve here and further afield. WHERE NEXT? While we remain exasperated at the lack of an NI Executive and Assembly, acknowledging the imperfections of that system, it did at least enable us to take the industry’s agenda to government who were empowered to consider and deliver the reform we need. Without an Executive, we face further delay in vital and overdue reforms and risk the application of more one-size-doesn’t-fit-all policy from Westminster. CEF has stepped up engagement with key public sector agencies, bodies and departments to ensure that in the absence of political direction, we can at the very least work more closely together to ensure that the limited funds available are spent on delivering priority infrastructure and maintaining high quality jobs across

the industry. These are fraught times, and the CEF is committed to dialogue and co-design as the only way to operate; these are not times for suspicion or misunderstanding due to isolated thinking. With limited public resources, but highly capable contractors, we can and must work together to ensure effective delivery of a built environment that modern living and working requires. This was highlighted in our manifesto for last May’s election where we identified 44 key recommendations for the Executive to deliver, in conjunction with industry, so that we can meet our undoubted potential. That agenda is now embedded in the context of what is forecast to be a prolonged recession that will form the backdrop of our activity into 2023. Just like any year, there will be high and low points in the year ahead, but the fundamental qualities and work ethos of NI’s construction sector remain and we at CEF will continue to do what we can to ensure the continued viability of our sector.

QUB PROJECT IS THE HEARTBEAT OF CAMPUS LIFE

FOH DELIVERS A HOME AWAY FROM HOME FOR QUB STUDENTS…

P rincipal contractor, Felix O’Hare (FOH) delivered the impressive Queen’s University Belfast (QUB) Student Centre project, known as One Elmwood. The 11,000sqm of flexible space houses the Students’ Union bars, a Spar shop, cafe and Student Services along with Mandela Hall, a multi-purpose music and events venue. Prior to construction FOH completed the enabling works which saw the demolition of the existing QUB students’ union building within a conservation area (originally opened in 1967). The enabling works comprised site boundary establishment, demolition and the design, supply, and installation of heating main diversions.

The existing QUB Students Union building was enclosed on three sides by busy road networks with the fourth elevation enclosed by Queens University existing ELTC and NIE buildings. This was challenging as only one access and egress point served the site. FOH was appointed by QUB to complete a pre-construction service which involved the management and full delivery of RIBA stage 4 technical design with the QUB design team, resulting with a construction-ready project to an agreed target cost sum. This approach ensured that QUB had an active engagement throughout the delivery process. “Stage 4 was a significant challenge,”

said Paul Maginn, Design Manager and Contracts Manager, “which involved end user engagement, building control continual reviews, fully co-ordinated technical design, design delivery in excess of 100 architectural packages plus all other design packages whilst in parallel agreeing Value Engineered solutions with the client team to assist the target cost objective / forecast. We led every meeting, produced and managed each micro-programme to ensure the readiness of all design information for tender release.” FOH managed the tender process for the client and was responsible for producing tender reports for each package. The firm also took on the role of Information Manager and delivered this BIM level 2 project.

“The timeline for the construction of this new multifaceted iconic project was extremely ambitious and it was critical that we produced and monitored a detailed programme from the outset,” explained Paul. “Early procurement was vital, and we front-loaded the release and approval process of all technical submittals and samples. In parallel to this and the works progressing on site we had the added challenge to obtain the client brief, provide design detail and obtain approval for many provisional sum elements. Management and delivery of the provisional sum element was critical, and it weighed heavily on our supply / subcontractor chain and site resources to complete within the timeline, however this was achieved.” Brexit (January 31, 2020), provided further challenges. “At this stage we were five months into the new build construction and uncertainty in the marketplace was established and very concerning,” said Paul.

Both Covid and Brexit brought procurement difficulties through rising material costs and extensive material lead-in times. “It was vital that we provided our supply chain with every opportunity to get their teams focused to work around these obstacles,’ he said. “Orders were front-loaded, subcontractor design was accelerated, programmes were re-sequenced to accommodate material delays but whilst maintaining critical path. However, with meticulous accurate pre-planning we made this achievable and delivered within the original timeframe.” Commenting on the completed project, Paul was full of praise for the design and build team. “We had a strong team of conscientious people and that played to the strength of the project. “We also had a great team on the ground led by Gary Lennon, Site Manager and the digital construction input was vital to delivering this project so efficiently.”

S aint-Gobain Ecophon helped meet the acoustic requirements of an impressive new facility for Queen’s University Belfast. The new, 11,000sqm Student Centre houses the Student’s Union and Student Services along with Mandela Hall, a multi- purpose music and events venue. Baffle, Circle and Focus™ DS Dark Diamond. Made from a minimum of 50% recycled glass wool, the Solo and Focus ranges offer freedom of design, with various colours and size choices. These specific products from the Solo range are unframed, free hanging units, making them ideal to use when the room volume must be maintained or when it’s not possible to install a wall-to-wall ceiling. Solo Baffles are vertically installed which can be used to form distinct lines and add a different perspective. Solo Circles – which are free hanging units installed horizontally – give you three suspension options and the opportunity to create layers and angles. The Ecophon Focus™ DS ceiling system has a concealed grid and symmetrical

4mm bevelled edge that reflects light creating an even appearance. With ease of assembly and integration of light fittings and ventilation, it is perfect to use when a suspended ceiling with a concealed grid is required, but individual tiles must be easily demountable. Site visits from Saint-Gobain Ecophon’s Head of Technical, Mark Turner, and Davina ensured the project stayed on track with queries answered promptly and installation assistance given when needed. “Some ceiling areas had installation obstacles, so by working closely with the installer, Convery Ceilings, main contractor Felix O’Hare and RPP Architects as well as our in-house technical team we were able to come up with solutions together.”

LINEAR AND ACOUSTIC WALLS AND CEILINGS

LSA PROJECTS OFFER AN EXTENSIVE RANGE OF ACOUSTIC AND FIRE-RATED LINEAR AND FLAT PANEL SYSTEMS FOR WALLS AND CEILINGS…

I nterior specialists LSA Projects supplied over 2,000m 2 of linear and acoustic wall and ceiling systems from their core product ranges to the QUB SU Student Centre project. Oranit ceiling panels were used throughout the building in lobbies and common areas while Gustafs ribs were used throughout the main entrance atrium, cladding the face of the mezzanine levels as well as interior stair cores. Gustafs acoustic panel system was installed to the walls and ceiling of the Mandela Hall multi-use theatre space. More than 2,000 Oranit ceiling panels in the new 8-080 format were chosen for this project. Panels were made from

natural yellow pine timber – which comes with PEFC certification as standard – and finished in a custom stain to match the appearance of walnut timber. 8-080 panels deep blades at wider centres than the 7-series styles allow for more flexibility for services installation including lights and ventilation. Gustafs Linear Ribs in different widths were used in the main atrium and stair cores of the SU facility. Using a mixture of 38mm and 88mm rib widths added texture to the installation and allows for wider gaps (and better acoustic performance) without a sparce appearance. Ribs for this project were finished in natural walnut veneer.

Gustafs Panel System in natural walnut veneer was used in the Mandela Performance Hall. The ceiling panels were installed to the perimeter to the space to give acoustic performance without affecting the ceiling rigs for lighting, ventilation and decorative suspensions. This ceiling section was installed with a fixed “L” shaped upstand detail made up of narrow lengths of panel fitted together at a right angle. The detail was designed by the architects and LSA and uses standard capax corner and edge profile pieces for perfect positioning as well as lacquered panel edges for the neat exterior alignment.

Wall sections of Gustafs panels were installed in tiers around the outside of the hall with special cladding to the AV room viewing box at the back of the theatre. A mix of plain and high- performance acoustic panels with Class B achieving SM8 perforations were used in the hall. Niveau capax profiles were used to install the staggered panels. This profile allows for additional panel overhang from the support grid which was used to hide the LED strip lighting. LSA Projects are UK-wide specialists in linear and acoustic walls and ceilings. As they are made of solid timber, Oranit panels are a versatile system that can be cut to fit on site for perfect edges as well as lighting and service integration. Installation is simple as the panels are fully demountable using standard suspension grids and extra cross bars are always supplied for maximum stability.

JUNCKERS SOLID OAK FLOORING MAKES A GRAND ENTRANCE AT THE NEW STUDENT CENTRE AT QUEEN’S UNIVERSITY BELFAST…

J unckers solid oak flooring takes centre stage at the new Student Centre at Queen’s University Belfast. The grand staircase in the entrance area clad in Junckers’ solid Nordic Oak flooring doubles as terraced amphitheatre-style seating – a spectacular feature in the new building designed through collaboration between Hawkins\Brown and RPP Architects. An accessible, modern space where the stairs form a central focal point creates a vibrant hub for students to socialise, engage, collaborate and access support

and advice. The pale finish of the Nordic Oak flooring on treads and risers is contrasted by Black Oak nosing to achieve an LRV differential of 30 points. The solid hardwood flooring forms a hard-wearing and long-lasting surface ideal for high traffic areas. With strong sustainability credentials, Junckers’ flooring plays a part in the architects’ design to create a building which is more efficient and less costly to operate and maintain, future-proofed for generations to come. RPP COLLABORATES IN REDEVELOPMENT OF IMPORTANT QUB CAMPUS SITE TO CREATE A HOLISTIC, CUTTING EDGE FACILITY FOR STUDENTS… DESIGN TEAM LEAD ARCHITECT

R PP Architects led an integrated design team working with Queen’s University Belfast to redevelop its Student Union and Student Services facilities in to one accessible hub. The team comprised specialist fields such as architecture, interior design, structural and civil engineering, MEP services engineering, landscape design and PD services. The project involved the demolition of the existing Students’ Union Building and the creation of a new, multi-functional student facility of approximately 11,000 sqm over four storeys plus rooftop plantroom. RPP partnered with London-based Hawkins\Brown Architects (HB) on the architecture and the design of the building was very clearly penned by HB who took the lead in the development of

the project brief and the concept design up to planning stage. At Stage 4, RPP and HB split the technical design, with HB continuing with the development of the exterior packages and RPP taking control of the interior. RPP took over the primary responsibility of delivering the project through to completion at Stage 5, the design team being novated to the principal contractors, Felix O’Hare Limited. The site presented a number of challenges not least it’s location at the heart of the Queen’s Conservation Area. Through a long and detailed engagement process with BCC Planning department, RPP was able to demonstrate that the modern building would make a major contribution to the

KCC GROUP PROVIDES IMPRESSIVE SOLUTIONS TO QUEEN’S UNIVERSITY STUDENT CENTRE PROJECT… INTEGRATED DOOR SETS

K CC Group was involved from the initial design and specification stage of the prestigious Queen’s University Student Centre. Working closely with the design team at RPP Architects and the main contractor Felix O’Hare Ltd, the company provided integrated bespoke door sets, architectural ironmongery, electronic locking and door automation. KCC is renowned as an ironmongery expert and provider, and for the new student hub, the specialist firm utilised the MODUS range for a high-end quality finish. KCC was also tasked with providing a range of suitable fire-rated and acoustic laminated and veneered

door sets working in partnership with its sister company ELITE doors. “This was a fantastic project for the KCC Group to be involved in,” said Tony Campbell, Sales Director. “It showcased to perfection our ability to provide our 360 access strategy system. We were able to fulfil the project’s requirements from the specification to related supporting technical data and project submittals. From the initial project conception, the 360 system allowed us to support the strategy, delivery and coordination of the door set, ironmongery, electronic locking and door automation with full certification and compliance.”

Tony also commented the project benefited from factory-manufactured high-performance door sets delivered to the programme with all necessary locking preparation ensuring a quality, certified, result. The trust to deliver the project door sets was also enhanced by the instruction to deliver a range of concealed riser door sets. “Ultimately, we delivered a high-end specification, correct certification and product function on time to fulfil our client’s requirements,” Tony said. PB PAVING CONTRACTS LTD. WORKED CLOSELY WITH FELIX O’HARE & CO LTD TO BRING THE PAVING DESIGN TO LIFE IN ALL PUBLIC AREAS OF THE STUDENT CENTRE… SITE PAVING

P B Paving Contracts Ltd. was chosen by building contractors Felix O’Hare & Co Ltd to provide the paving for the whole site at the Queen’s University Student Centre. The materials were supplied by the contractors, and PB Paving provided the work to get the granite paving done in the front and sides of the building, as well as the kerbing. For the courtyard at the back of the building, they used Acheson + Glover paving blocks. Mark Boone, Managing Director at PB Paving, commented this was their first project with the renowned contractors. “Felix O’Hare were very easy to work with and the project ran smoothly,” he said. GREAT COORDINATION Having a great working relationship with the contractor also contributed to coordinating the stages of work at a site that was not very open. “We had to coordinate schedules and take turns not to crowd each other,” Mark said. Another

challenge was getting the job done at the back of the building while the Student Union shop had to remain operational during the week. The team at PB Paving worked over a couple of weekends to meet the schedule. Luckily, PB Paving was able to mix their own mortar on site. “That saved time as we didn’t have to worry about deliveries and also reduced wastage, as we had the freedom to mix as much as needed and whenever it was necessary,” Mark explained. The MD was very pleased with the result. “The proposed paving design of the building was very clever, with a mix of concrete and different stones and colours to create contrast and help delimit separate areas,” he commented. “That contributed to creating a different atmosphere in each section. It turned out really good.”

The company is much in demand for its services across Northern Ireland, England and Scotland. “We work a lot with natural stone and have been involved in many prestigious projects in Northern Ireland, such as the Waterfront Hall, Dungannon and Lisburn public realm schemes, also a number of public realm schemes in Liverpool,” Mark said. The next year is already presenting itself full of possibilities, as PB Paving has been working on a large project to provide kerbing for a highway in England and paving for a large stately home in Scotland. “We source materials from all over the world to create bespoke designs, and there is no job too big or too small, from garden steps to concert halls,” Mark commented.

A rchitectural glass specialists, Fire Glass Direct, designed, supplied and installed fire rated and non fire rated crittall-style partitions to the Queen’s University Student Centre project. Dribond partitions were specifically chosen for this job, mainly due to the flexibility within the range to achieve the various sound, fire and loading requirements, as well as their outstanding appearance. There were some challenges in the design element explained Chirs McGlone, Estimator for Fire Glass Direct, “We had to first ensure that all the screens would meet their specific requirements and secondly that they could be incorporated into the building as practically as possible. Thirdly, they also had to be aesthetically pleasing. “It wasn’t always easy linking all three objectives but with great work from our design team and Felix O’Hare, we

managed to achieve this. A special mention must go to the diligence of our fitting team in this project who left a first- class job.” Fire Glass Direct has been in business since 2004. During this time it has developed a reputation as a supplier of pioneering specialist glazing. Innovation has been the key to the culture within Fire Glass Direct since it began trading. For this reason, it quickly became the market leader in fire and safety glass distribution as well as in office partitions, specialising in the supply and installation of glazing for architects and clients’ specifications. Commenting on the completed project, Chris said, “We found Felix O’Hare to be a great contractor to work with throughout this project and are delighted with the final outcome. Mechanical included: LTHW heating, Logstor District Heating, chilled water system, domestic hot and cold-water systems, above ground drainage, supply and extract ventilation systems, kitchen extract odour abatement systems, DX and VRF AC, BEMS system and fire protection system – dry riser. installation and BIM Level 2 and services coordination for QUB’s Electrical included: LV main switch board, general containment and distribution, general and emergency lighting, lighting control system, data and communications cabling, PV panel installation (46no.), hearing loop /

infrared heating assistance system and electrical services associated with mechanical. Multiple services were installed and networked to QUB central security including; disabled toilet alarm and refuge alarm, fire alarm, intruder alarm, IP CCTV and access control systems. To reduce carbon footprint, waste and time on the project, NUGENT’s OSM team at their Pomeroy HQ designed, planned, manufactured, pre-assembled, tested and commissioned the units prior to arriving on site. Operations Director, Richard Gilmour commented, “As a company we are privileged to deliver our MEP services for the iconic building.”
