Enbridge Gas donates to public fire safety
Trees for planting offer The South Nation Conservation Agency (SNC) has a goal this year of 120,000 seedling trees planted in the South Nation River watershed region. The regional conservation agency has its own treeplanting schedule in place but it also offers a community treeplanting program for landowners and community groups to make use. This year’s orders are all booked but anyone wanting to pre-order seedlings for 2016 can call Cheyene Ramsey, SNC forestry technician, toll-free at 1-877-984-2948, extension 295. Treeplanting helps provide buffer zones between homes and fields and along roads to reduce snow drifting during winter and along streams to help filter spring runoff and also reduce bank erosion. Trees also help clean the air and pro- vide oxygen in return, and provide forest habitat cover and food sources for some wildlife and bird species. – Gregg Chamberlain Province wants you to avoid bear contact The province is warning campers that bears are scouring the forests and that they should be careful when entering a wooded area. Recommended safety precautions include making noise when moving through wooded areas, especially in areas where background noise is high, such as near streams and water- falls. People should also keep an eye out for signs of bears, such as tracks, claw marks on trees, flipped-over rocks or fresh bear drop- pings. The province also warns that strong fragrances may cause a bear to be curious. Lastly, while berry picking, it’s recommended to occasionally scan one’s surroundings in order to check for bears. – Francis Racine
Marshal’s Public Fire Safety Council to help fire departments purchase new training programs, and educate the public on fire and CO safety. The Hawkesbury Fire Department will be conducting residential inspections to ensure homes have the proper fire and CO alarms. As of April 15, it is the law to have proper fire/ CO alarms installed in homes containing fuel burning appliances, a fireplace, or attached garage. Some residents will receive combination smoke and CO alarms free of charge. Project Zero provides combination smoke and carbon monoxide alarms to residents in 15 municipalities in Ontario in order to reduce the number of deaths caused by fire and carbon monoxide. Project Assist provides 20 fire departments inOntariowith $100,000 in funds to purchase educational materials for enhancements in life-saving firefighting techniques. Carbonmonoxide has no smell, no taste, and no colour, but is extremely toxic. The symptoms of carbon monoxide poisoning are similar to the flu, but without the fever. Carbonmonoxide stops oxygen absorption in the blood, and at high levels, could cause brain damage or death.

« Ce qui a été présenté au public et ce qui a été présenté à la Commission étaient deux plans d’urbanisme complètement dif- férents, a indiqué la citoyenne et ancienne mairesse suppléante, Diane Monette. Si le public a accepté un plan d’urbanisme, pourquoi, le conseil fait-il des modifications par après? » Le problème se situe au niveau de « l’usage commerce d’hébergement C5 dans la zone de villégiature V-11 » sur le territoire de Grenville-sur-la-Rouge et de « l’usage activité extractive I3 dans la zone agricole A-03 de Pointe-au-Chêne. La Commission
a indiqué que ces deux points du règlement n’étaient pas conforme au plan d’urbanisme d’origine et que la Municipalité devra se conformer. « Dans la zone au côté, le zonage a été changé par l’ancien conseil pour ajouter un C5 pour un spa, a expliqué le maire de Gren- ville-sur-la-Rouge, John Saywell. Quand nous avons consolidé notre plan d’urba- nisme, une erreur cléricale, qui n’était pas du tout notre intention, s’est glissée dans la réglementation de l’autre zone et nous allons la corriger en enlevant l’usage C5. » Selon le représentant du groupe de ci- toyens, Marc Le Gris, une telle erreur est une piètre excuse. « Comme le maire l’a si bien déclaré, il veut faire un hôtel ou gîte touristique à sa résidence », a-t-il lancé lors d’un point de presse le 6 juillet. La résidence du maire John Saywell fait partie de la zone en question, mais ce dernier a déclaré qu’il n’avait aucune- ment l’intention d’ouvrir ou de construire un hôtel, mais qu’il aimerait plutôt avoir un bed and breakfast à sa retraite, un type d’établissement qui ne demande pas de changement de zonage. « Un hôtel dans cette zone serait néfaste pour le paysage et la Municipalité n’a pas l’intention de faire un tel développement. » À noter que le conseil de Grenville-sur- la-Rouge a passé une résolution pour cor- riger ladite erreur lors de la séance du 9 juin, soit avant le jugement du 23 juin de la Commission. Cette dernière a tout de même
invalidé le règlement de zonage, citant que le tout pourrait causer de la confusion. En ce qui concerne l’usage d’activité extractive, la Municipalité de Grenville- sur-la-Rouge ne souhaite pas l’implantation de nouvelles carrières ou sablières et le règlement en lien avec la zone A-03 était une tactique de dissuasion pour éviter de nouvelles extractions, une tactique que la Commission a jugé boiteuse et qui ne « tient pas la route ». Puisque la prohibition com- plète d’un usage est interdite, la Municipa- lité voulait faire ce que d’autres font avec la polémique des commerces érotiques, en les limitant à des endroits où aucun promoteur ou propriétaire n’irait s’installer. « C’était l’idée du conseil et des urba- nistes que si nous mettions la zone là, per- sonne n’allait le faire, donc il n’y aurait pas de nouvelle carrière, a expliqué le maire Saywell. La Commission nous a dit de ne pas le faire comme ça et nous avons maintenant identifié deux secteurs, où il y a déjà des carrières et sablières, pour des terrains. Le problème avec les carrières, c’est que c’est le ministère qui les gère (marge de recul, poussière, pollution, camions sur les routes, etc.). Tant qu’à ne pas avoir de contrôle, on ne veut pas en avoir. » En bout de ligne, le groupe de citoyens aimerait avoir une plus grande clarté au niveau du processus de réglementation et la Municipalité devra se conformer en réajustant son plan d’urbanisme et ses règlements.

D’un côté, une douzaine de citoyens, dont quelques anciens candidats et conseil- lers à la Municipalité, ont contesté un règle- ment de zonage en demandant à la Com- mission de se pencher sur la conformité du règlement RU-900-2014.
Marc Le Gris déplore le fait qu’un règlement d’urbanisme non-conforme ait été approuvé par la Municipalité et la MRC.

Federal investment in Presqu’île water main
Distracted Driving Danger OPP and other police forces are urging dri- vers to put down their cellphones and keep their eyes focused on the road ahead. A new awareness campaign about distracted driving and its consequences is in force. Police highway fatality statistics for 2014 in Ontario show that 73 people died as a result of distracted driving. Either they were the distracted driver or a passenger in their vehicle or else they were a pedestrian or someone in another vehicle that the dis-

Pierre Lemieux, Member of Parliament for Glengarry-Prescott-Russell, announced more than $355,000 in federal funding for the Presqu’île water main project in the municipality of Alfred-Plantagenet. “This is a $1million water project, which will greatly benefit the people of Presqu’île,” said Lemieux. “Our federal government is investing in priority infrastructure projects that have a strong impact on the quality of life of our residents, while helping job creation and economic growth.” The announcement was made on behalf of the Honourable Denis Lebel, Minister of Infrastructure, Communities and Inter- governmental Affairs, and Minister of the Economic Development Agency of Canada for the Regions of Quebec. The project is being jointly funded by the federal govern- ment and the province of Ontario through the Small Communities Fund. “As the MP, I am pleased to announce our federal investment in projects such as the Presqu’île water main, a project that will benefit our community by improvingmuch needed local infrastructure,” Lemieux stated. “Our federal government’s commitment to municipalities, big and small, has never been stronger. I have worked closely with MPP Grant Crack and Mayor Fern Dicaire to prioritize this important project.”

La Police provinciale de l’Ontario a intercepté un véhicule sur la rue John, le 18 juin dernier, croyant que le conducteur avait les facultés affaiblies. En plus d’avoir un taux d’alcoolémie au-dessus de la limite permise, Jeffery Hutt, 29 ans, de Cornwall, était également en possession de sacs refermables contenant des résidus de cocaïne. L’homme fait face à plusieurs chefs d’accusation pour conduite avec facultés affaiblies et possession d’une substance contrôlée. Il devra se présenter en cour à L’Orignal le 15 juillet prochain. – Stéphane Lajoie
On July 6, a young man walked into the MacEwen gas station on Highway 34, and robbed it. Hiding his face, he brandished a weapon and took more than $5,000. The man then fled the scene, crashing into a pickup truck. Although his car was damaged, he managed to drive a short distance until he finally tried to get away on foot. Police arrived at the scene of the robbery quickly, and spotted the man trying to flea the area. He was then arrested and the money was recovered Eric Edward Sikala, 24, of no fixed address, was charged under the Criminal Code of Canada with the following: Robbery with Weapon, Disguise with Intent, Possession Property Obtained by Crime Over $5,000 in Canada, Dangerous Operation of Motor Vehicle, Fail to Stop at Scene of Accident. A motion was passed June 29 to support improvements to the Robert Hartley Sports Complex as part of the Canada 150 Community Infrastructure Program. Improvements include the replacement of a cooling system of the ice rink and developing a multifunctional hall. The cost estimated for the cooling system is $750,000. The complex has asked for 33 per cent of the cost from the township, with fundraising efforts to cover the remainder. The cost for the multifunctional hall is $200,000 to which the complex is also asking 33 per cent. – Diane Hunter

Province wants you to avoid bear contact The province is warning campers that bears are scouring the forests and that they should be careful when entering a wooded area. Recommended safety precautions include making noise when moving through wooded areas, especial- ly in areas where background noise is high, such as near streams and waterfalls. People should also keep an eye out for signs of bears, such as tracks, claw marks on trees, flipped-over rocks or fresh bear droppings. The province also warns that strong fragrances may cause a bear to be curious. Lastly, while berry picking, it’s recommended to occasionally scan one’s surroundings in order to check for bears. – Francis Racine with three plant species observed that are re- gionally significant,” Ireland stated. “There’s little in the way of invasive species, other than a pocket of buckthorn, which will be removed.” Two birds on the provincial Species At Risk list, the Eastern Wood Pewee and the wood thrush are resident in the forest. The forest holdings for a regional conserva- tion group continue to grow. The South Nation Conservation Asso- ciation (SNC) added the Cumberland For- est to its woodland inventory within the 4200-square-kilometre South Nation River watershed. The new 238-acre forest pre- serve, located on Garlandside Road in the old Cumberland Township area, is the result of a partnership deal between the SNC, the City of Ottawa, and the Ontario Heritage
Trust (OHT). “The property is subject to a heritage con- servation easement agreement between SNC and the OHT to protect, maintain and restore the natural features,” stated Saxon Ireland, SNC property and approvals officer, during the June 12 official dedication ceremony. “Without the help of the OHT and the city, purchase of this property wouldn’t have been possible.” Ireland noted that acquisition of the
Cumberland Forest helps expand the SNC’s protected woodland inventory and the re- gional conservation agency’s efforts to try andmaintain and increase forest cover over- all in the watershed to at least theminimum needed for ecological sustainability. The Cumberland Forest contains more than 230 plant species, according to natural history studies, which Ireland noted is “very high” given how uniform the habitat is. “It’s in very good ecological condition,

It was a gorgeous weekend for the Ottawa River Festival, July 3 to 5. Hundreds of people lined the shores from Rockland to Chute-à-Blondeau to enjoy festivities along the way. The Poker Run High Performance boats took off fromHawkesbury Saturdaymorning, with onlookers filling up every spot along the shore to catch a glimpse of these fabulous boats. Several Mustangs cruised by as they arrived in Hawkesbury from the Rockland Poker Run. Just about every generation of
Mustang drove by, along with a few other interesting vehicles. Themidway got started in Confederation Park Friday afternoon, and ran through until Sunday afternoon. Kids of all ages enjoyed the rides, the games, and the concessions. There were plenty of other celebrations throughout town including a breakfast at the Chute-à-Blondeau Community Centre, the Music Electronic, and Jason Thorne FMX Metal Mulisha at Le Chenail, the Country Music Fest at Place des Pionniers in Hawkesbury, a Beach Party in L’Orignal, movie night, live music, family activities in Rockland, and family activities, events and barbecues in Wendover and Lefaivre.

Enbridge Gas Distribution Inc. has applied for pre-approval of the cost consequences associated with a long-term natural gas transportation contract with NEXUS Gas Transmission. Learn more. Enbridge Gas Distribution Inc. has applied to the Ontario Energy Board for pre-approval of the cost consequences associated with a 15-year gas transportation contract commencing on November 1, 2017. The total cost for NEXUS capacity over the term of the contract is approximately $421.6 million (US). If its application is approved, Enbridge Gas Distribution Inc. says that the benefits will include: • enhancing its gas supply plan through improved reliability, diversity, and flexibility • supporting the development of new natural gas pipeline infrastructure • allowing direct access to new sources of natural gas supply in the Appalachian Basin Enbridge Gas Distribution Inc. says that its forecast cost of gas supply via the NEXUS pipeline is competitive with alternative pipeline projects or existing pipeline infrastructure that accesses the Dawn Hub. THE ONTARIO ENERGY BOARD IS HOLDING A PUBLIC HEARING The Ontario Energy Board (OEB) will hold a public hearing to consider the application filed by Enbridge Gas. We will question Enbridge Gas on the case. We will also hear arguments from individuals and from groups that represent the customers of Enbridge Gas. At the end of this hearing, the OEB will decide whether or not to pre-approve the costs as requested in the application. The OEB is an independent and impartial public agency. We make decisions that serve the public interest. Our goal is to promote a financially viable and efficient energy sector that provides you with reliable energy services at a reasonable cost. Canadian firefighters have raised more than $81 million in support of Muscular Dystrophy Canada. Muscular Dystrophy (MD) includes progressive muscle wasting, weakness, and loss of function. Common signs are poor balance with frequent falls, difficulty walking, limited range of movement, and drooping eyelids. MD can affect anyone. Although some types of MD are evident in early childhood, some don’t appear until later in life. Treatment and medical

Don’t forget the annual dog adoption day at the Hawkesbury Dog Park on Philippe Street this weekend, July 11, from1:30 p.m. to 3:30 p.m. Some of the local animal shelters have come together to put on this adoption event including the Ontario Society for the Prevention of Cruelty to Animals (OSPCA), Society for the Prevention of Cruelty to Animals (SPCA) Ouest to L’Ile, Kiko Dog Rescue &Adoptions, Sit WithMe Shelter Dog rescue, Rosie’s Animal Adoptions, and the Hawkesbury Dog Park committee. According to a study by the Canadian Federation of Humane Societies (CFHS), in 2013, Canadian shelters took in more than 46,000 dogs, themajority of which were strays. One forthof thesewas returned to their guardians, and 45 per cent were adopted. Of these dogs, 8,000 were euthanized. The dog adoption day offers residents the chance to take home a forever friend. With somany dogs looking for a new home, there is surely a companion for everyone. Pets offer unconditional love and experts say, along with treatment, pets can relieve mild to moderate depression in some people. Pets are also good for social interaction, activity, routine, responsibility, and according to research, better health. It has also been noted that pets are good for children to learn responsibility and compassion.
