QMACAPPOINTED TOTRANSFORM ARTSCENTRE

Tyrone-based QMAC Construction Ltd has secured a £1.6m+ contract with Derry City and Strabane District Council, which will involve the construction of an extension as well as the refurbishment of New Gate Arts & Cultural Hub in Londonderry. The high-profile project will consist of an extension and alterations to the existing arts centre at 20- 22 Hawkin Street in the city, to provide modern performance, multi-use spaces, offices and a café for North-West Culture Partnership. The project will also provide enhanced facilities for visitors, and space for nurturing and developing art-based community activities. A primary aim is that the development will achieve a BREEAM ‘Very Good’ rating. Junior Minister Gary Middleton visited the site in early February to cut the first sod for this new state-of-the-art shared performance space in the heart of the city. Electrical and mechanical engineers, JJ Loughran carried out a same day 6.6kV switchboard installation at Belfast Harbour recently. The Cookstown firm installed a 6.6kV Schneider Ringmaster 6 piece switchboard using CE6 Incomer and CE2 Outgoers to replace a Long & Crawford GF3 Oil Switchboard and Merlin Gerin RM6 Switchboard. All strip out, installation and cable jointing works were completed on the same day within 14 hours. Old switchboards were isolated and proved dead at 8.30am

– new switchboard were made live and fully operational at 10pm. PAUL GRAHAM OF IG MASONRY SUPPORT CHAMPIONS THE USE OF EFFICIENT AND COST-EFFECTIVE BRICK SLIP SYSTEMS TO TAKE EDUCATIONAL BUILDING DESIGN TO A HIGHER DEGREE…

Offsite brick slips B.O.S.S. education buildingdesign

B rick is experiencing a resurgence in popularity due its intricate detailing and limitless design potential, and the education sector is one area of the construction industry that is reaping the benefits of brick’s limitless design potential. Brick designs are in such high demand, but prefabrication is enabling these stunning masonry facades to be translated into reality. No longer in the domain of skilled craftspeople, they can be created in the quality-controlled, efficient environment of a factory without the need for any lengthy and costly fabrication on site. MAYNOOTH UNIVERSITY NUI IG Masonry Support was called upon to supply a range of its market-leading brick systems that hit the mark on brick detail at this fast-growing higher education institution. THE BRIEF The intricate brick elements and large areas of brick soffits featured throughout the development required IG Masonry

Support’s full catalogue of prefabricated components including welded masonry support, brick slip lintels, B.O.S.S. and brick slip soffit panels. Bespoke brick slip systems were designed for each application, providing practical solutions that enabled contractor JJ Rhatigan to significantly save installation time. A key element of the architect’s vision was covered walkways with deep brick soffits, connecting the different elements of the modular design. Each walkway contained swathes of exposed brick soffits, some in excess of 33m2. Achieving the large soffits using formwork would have been impractical, time consuming and required the skill of a highly-trained craftsperson. IG was able to supply a more effective soffit panel solution. As per the architect’s brief, the tapered brick reveals are another common feature throughout the façade, introducing a contrast in brick type. The integration of the two brick elements was considered during the design

process, which negated the need for brick cutting on site – an intricate process that can be made easier through offsite prefabrication. THE SOLUTION Interlocking soffit panels were supplied for the large areas of exposed soffit throughout each walkway. Where traditional methods would have used the ‘full brick’, IG’s lightweight brick slip panels were a lighter alternative, utilising 25mm brick slips to reduce the weight of the installation. Supplied in 1/2m 2 panels, on installation the system was quick and easy to use and removed the requirement for mechanical lifting. The result was a continuous brick soffit with seamless interlocking components – an aesthetic IG Masonry Support was able to bring to life. Furthermore, a 10mm soft joint was provided around the perimeter to allow for movement. IG’s brick slip lintels were designed to accommodate the chamfered side return beside each window opening.

the masonry support systems had to take place while students were on campus. This meant that high standards of health and safety precautions had to be upheld and followed at all times. THE SOLUTION IG Masonry Support manufactured its B.O.S.S. (Brick on Soffit System) and brick slip lintels to be installed on the buildings. The B.O.S.S. range is a lightweight prefabricated system that is faster to install than traditional hanging brick systems. Installed to a pre-fitted masonry support system, B.O.S.S. allows increased adjustability along three axes. Produced offsite, B.O.S.S. offers 90% time saving on site and negates the need for mechanical lifting. B.O.S.S. also removes the need for brick-cutting on site, resulting in a quality system that is checked before it arrives on site. IG Masonry support brick slip lintels can be used over small openings to eliminate the need for additional masonry support. They are delivered to site as a one-piece

unit, complete with brick slips attached, eliminating the need for specialist installation on site. A simpler and easier install when delivered to site was a huge benefit on this project. Not only did the swift installation enable time and cost savings in terms of labour, it ensured a better-quality finish and met the desired specification. The allure of brickwork to architects across the UK will always be a constant. Now the impressive technology is available on the market to create stunning prefabricated façades that are produced from traditional brick. Set to be an ongoing trend, with this type of offsite manufacturing, the ever- elusive grade A finish is translated on site every time across a growing number of educational projects. From a practical and visual perspective, IG Masonry Support’s solutions covered all bases, playing a core role in the creation of striking student accommodation across these university campuses that will look good long into the future.

IG Masonry Support was also able to supply a range of its products within a tight, revised timeframe on a new-build student accommodation development at National University of Ireland (NUI) constituent university in Galway. Designed by Coady Partnership Architects in collaboration with Feilden Clegg Bradley, IG Masonry Support worked with the contractor JJ Rhatigan and supplied products for Phase 1 of the construction of Goldcrest Village. The main challenge for this modern and vibrant build was achieving the specified brick soffit in a short amount of time to a high standard of quality and finish. Due to a large change to Building A’s façade, IG had to adapt quickly while the project was live. The project deadline did not change, however, which meant manufacturing times were tight. A six- week job had to be turned around in five days without compromise to delivery or quality. Furthermore, the installation of

The CIOB has set out its vision for the future of Northern Ireland’s built environment in its newly launched 2022 manifesto. Much has changed since the last election in Northern Ireland, with the UK formally exiting the European Union and the Covid-19 pandemic affecting almost every aspect of life. Joseph Kilroy, Policy and Public Affairs Manager Ireland, Scotland & Wales with the CIOB commented, “From a policy perspective, the last two years have seen the launch of a Skills Strategy for Northern Ireland, a Housing Supply Strategy, a Programme for Government Framework, and a Climate Change Bill. The CIOB has contributed to each of these initiatives through consultation responses and direct engagement with public bodies.” The CIOB manifesto calls on the future Northern Ireland Government to: • Create a stable policy environment for the construction sector. • Develop an A-Level in construction. • Introduce measures in public procurement to facilitate Equality Diversity and Inclusion. • Develop a retrofit education and training programme. During 2020/21 AG staff and customers raised £18,326.78 for the Air Ambulance NI charity, despite the challenges created by Covid-19. AG was able to support and fundraise throughout the pandemic via raffles and generous donations made by customers throughout the company’s sites. The Sustainable Energy Laboratory - located in the modernist Ashby Laboratory block - has been completely refurbished to provide a fresh, contemporary facility for Queen’s University’s School of Electronics, Electrical Engineering and Computer Science. Saint-Gobain Ecophon provided a solution to meet the client’s requirements for an acoustic, fully accessible ceiling that was also aesthetically pleasing.

“We have completed a wide range of projects over the years for Queen’s University, so we were delighted to be involved in another of their projects,” explained Davina Bradley, Area Manager for Northern Ireland. “Once again, it was a case of working closely with the University through the architect to find the right solution.” This collaboration culminated with the installation Ecophon Solo™ Matrix, fitted by accredited ceiling contractor, Buchanan Ceilings. Made from a minimum 59% post- consumer recycled content, Solo™ Matrix is a patented acoustic ceiling system for

larger areas where high coverage is required, but a wall-to-wall solution is not possible or wanted. The system provides quick-and-easy installation with high accuracy, thanks to pre-installed fixing devices and ‘click- in’ connection to the grid system. BUILDERS CHARITY PLEDGE TO DIG IN TO HELP FORMER TOOMEBRIDGE BRICKIE WITH INCURABLE ILLNESS... Charity buildproject is a “weemiracle”

A big-hearted ‘Band of Builders’ has pledged to help construct an accessible space for a former Toomebridge builder suffering from a rare, incurable condition. The charity enables construction industry volunteers to help their fellow builders who have fallen on hard times, and, for the first time, they are coming to Northern Ireland. Kevin McGowan was a hardworking bricklayer turned contractor from Toomebridge who is now living with a significant disability. His wife Margaret has adopted the role of his primary carer. In 2011, aged 54, Kevin began to notice difficulty walking, talking and swallowing. These symptoms progressed aggressively over a period of eight months, leaving doctors puzzled and his family in a state of distress. Following a long admission with countless investigations, eventually he was given the devastating diagnosis of progressive multifocal leukoencephalopathy (PML). This extremely rare condition has almost never occurred in a previously healthy

individual. It causes irreversible brain damage and has no successful treatment to date, usually resulting in death within a year of diagnosis. Despite defying the odds and surviving, Kevin’s disease has destroyed his life. It has stripped him of his independence and resulted in insurmountable financial pressure, as Kevin was the sole earner for his family of eight. Instead of enjoying retirement, he is bed-bound, fed via tube and has incomprehensible speech. FAMILY MAN Thankfully, Kevin’s mind and cognition were spared, allowing him to enjoy watching his six children grow up. His 24- hour care has been provided by Margaret and community support for the past 10 years. “Before Kevin became ill with this, he had never taken a sick day,” said Margaret. “He was a private, strong, hardworking builder who just wanted to provide for his family.” The Band of Brothers is planning to extend onto the rear of the property, enabling a sun lounge with a wrap around access ramp. The aim of this project is to

provide a more comfortable living area for Kevin and his wife to enjoy quality time together. Commenting on the Band of Brothers taking up their cause, Margaret said, “This is going to be life-changing for us. The response the team has received so far has just been unbelievable. Everybody wants to help. It’s been like a wee miracle.” The Band of Builders plan to be on site from July 7 to July 22. They have called out for bricklayers, groundworkers, labourers, roofers, carpenters, joiners, plasterers, plumbers, tilers and decorators and have been inundated with offers of help. The publication of the draft Strategy – whose consultation closes in mid-April – is welcome as it seeks to identify solutions to many of the challenges our sector faces, not least in proposing practical changes to the infrastructure pipeline over the coming 5-10 years so that the construction industry can have greater confidence in it. It is undoubted that Northern Ireland faces a multiplicity of challenges with respect to the next era of infrastructure funding, investment and delivery. From the repercussions of Brexit to the recovery from the Covid pandemic, to dealing with the effects of climate change, to making sure we have the appropriate type of housing available for an ageing population, we will have to consider infrastructure in a way that we have not done before. That requires an ambitious Investment Strategy, but equally one that is politically and financially realistic. Bridging that funding gap can only be achieved by agreeing and delivering more fundamental structural reforms to areas such as the governance and financing arrangements of the Housing Executive and NI Water. Without these over the coming Assembly and Executive mandate, we will not be able to meet the laudable objectives in this draft Strategy. MAJOR CAPITAL WORKS PROJECTS: EDUCATION MINISTER ANNOUNCEMENT

The CEF gave a strong welcome to the Education Minister’s statement at the end of March, on a further programme of major works to advance in planning and support the delivery of modern, fit-for-purpose schools. The Minister announced 28 schools are to advance under the major capital works programme – with a capital investment of

£794m - subject to that level of capital resource being available to the Department toward the end of this decade and into the next. Given our sector’s need to see a strong pipeline of public work, the Minister’s statement is very important in giving the industry confidence in the future investment in our education estate.

KEEPING UP THE PRESSURE ON RED DIESEL

As the 1 April date approached for the demise of the rebate on red diesel, CEF continued to lobby the Chancellor and local politicians to seek a deferment or other mitigation. CEF wrote again to the Chancellor Rishi Sunak and spoke with Construction Minister Lee Rowley explaining the impact that the rebate removal will have on local construction, seeking a phased approach over a number of years to mitigate the step-change in costs.

We also joined forces with fellow organisations in lobbying efforts at Westminster and vocalising the concerns around site

security, exacerbated by the current rising costs of fuel.

During his welcome speech, President John Tracey reflected upon the two years since the first lockdown and how construction had adapted and endured the pandemic, as it has done during other major periods of unrest in the industry. Finishing on a positive note, he

pointed out how the local industry continues to innovate and lead by example and has much of which to be proud. With a set including some industry insider jokes from Neil Delamere, the night was rounded off with the sound of Jukebox Unplugged.

CEF RESTATES THE SECTOR’S KEY ASKS OF THE NEXT EXECUTIVE IN THE CONTEXT OF FULFILLING THE NEED FOR A SUSTAINABLE RECOVERY FROM THE PANDEMIC … Assembly Election on 5May With the NI Assembly dissolving at the end of March, we now face into a 6-week period of the Assembly Election campaign, which will culminate on 5 May. Throughout the coming weeks, we will be looking to see what the parties and candidates say with respect to the construction industry and what this will mean for a new Assembly and Executive over the coming 2022-27 mandate. Back in January, the CEF laid out the sector’s key asks of the next Executive in the context of fulfilling the need for a sustainable recovery from the pandemic to help stimulate and grow the local construction sector. We stated that this must include, at a high level: • Greater consistency in procurement practice across the public sector, accompanied by the establishment of a Procurement Review Service, which seeks to avoid costly and time- consuming legal challenges. • Agreement of a multi-year capital budget that delivers key projects such as the remaining Executive Flagships, the York Street Interchange and the A1 Junctions as well as an absolute commitment to funding NI Water’s infrastructure programme over the coming decade. • The establishment of an independent Infrastructure Commission as well as delivering fundamental reforms to the governance and financing structure of the Housing Executive and NI Water. • Substantive changes, by way of a new Planning Act, to our two-tier planning system, which seeks to drastically speed up decision-making processes. • Setting an ambitious target of completing a minimum of 9,500 new homes for each of the next 15 years in order to meet our housing need. • A significant package of measures to enable the drive to net zero that must include a funded and ambitious housing retrofit strategy.

REVIEWOF 2011 PLANNING ACT The Department for Infrastructure has published its Review Report into the 2011 Planning Act. CEF made a detailed submission to the Review last spring and – given the significant interest from its membership in the review – CEF has welcomed the publication of the report by the Minister and the Department. The review report, and the next steps that are laid out, will enable changes to the existing legislation with the intent of making our planning system better. CEF welcomes that, and looks forward to advancing its views throughout this process in the next Assembly mandate. HOUSING SUPPLY STRATEGY AND NI WATER Following the consultation, the CEF met with DfC officials who are now preparing the final Housing Supply Strategy. Crucial in this will be CEF’s call for a much more ambitious strategy, which has, as a key target, the completion of a minimum of 9,500 new homes for each of the next 15 years to meet our housing need. Given the challenges to taking forward new housing development across much of the country, CEF continues to meet with NI Water to understand their progress with implementing PC21 as well as how their solution engineering processes can offset the need for development in towns/cities where there are capacity constraints.

Entries for the 2022 Construction Excellence Awards are opened! Launched in 1999, the Awards are the most instantly recognised, respected and hotly contested accolades in the Northern Irish Construction Industry. The aim of the competition is to promote excellence and to give recognition to those companies who are achieving the highest standards of construction. The kudos of winning an award continues to grow each year. After a break forced by the

pandemic, the awards are back bigger and better than ever, and the CEF is hosting an exciting new gala event in October 2022. This year, the CEF has introduced a number of exciting new award categories recognising the importance of individuals within construction, one being the Lifetime Achievement Award. It has also introduced a new category for Sustainability Project of the Year and has updated the scope of the Social Value category.

In all, there will be 22 Awards covering all scales of project, both in NI and in GB/Ireland, and the highly coveted Quality awards for Excellence in Training and Excellence in Health and Safety. Entries for the 2022 Construction Excellence Awards opened on April 11. All CEF member companies are eligible to enter, including businesses registered with Safe-T-Cert, NVIR- O-CERT. Entries will be accepted for projects completed since January 2021.

The usual charitable collection will be at the gala dinner and we are encouraging applicants to support the industry’s nominated charity Air Ambulance NI.

OHMG’S D+B PROJECT DELIVERS A LANDMARK DEVELOPMENT IN PRIMARY HEALTHCARE PROVISION…

O HMG’s delivery of the £40m Lisburn Primary & Community Care Centre (LPCCC) at Lagan Valley Hospital creates a benchmark for integrated healthcare provision in Northern Ireland. The LPCCC extends to almost 13,000sqm and brings together eight GP practices and a range of non-emergency health services to transform health care services for the local community. By integrating primary and community care services, it represents a transformation in the way that healthcare is delivered in line with the Department of Health’s Health and Wellbeing 2026 - Delivering Together strategy. Located adjacent to the listed maternity building within the Lagan Valley Hospital complex, the LPCCC design comprises a

four-storey building over a full basement. Art, poetry, colour and gentle way- finding link all key public spaces from the external approach, through the main entrance and on to transition points that create a vibrant interior scheme. CONSTRUCTION The variable ground conditions on this sloping site required both piled and ground-bearing foundations, while off-site prefabrication was used where possible to minimise disruption to hospital activities on this highly serviced healthcare project. The multi-storey car park was framed using structural steelwork, with long-span cellular beams, pre-coated to maintain durability in their exposed location. The building foundations included a

reinforced concrete basement, tanked using both a caltite tanking additive to the concrete and a visqueen waterproofing product. An in-situ reinforced concrete flat-slab framed superstructure was adopted to maximise available space for distribution of complex buildings services down stand-free slab soffits. CHALLENGES Unsurprisingly, the major challenge facing the construction team was the onset and onslaught of the Covid-19 pandemic. The ‘stay at home’ message meant that several key suppliers had to close. However, OHMG staff worked longer days and weekends to deliver the project,

materials and maintaining access to and from the project was challenging, given that the blue route – which ran adjacent to the building – had to be kept clear at all times, to avoid hindering ambulance emergencies. Diversion of existing services – gas, water, electricity – required installation of new lines around the site boundary into footways which

D owds Group designed and constructed the Mechanical and Electrical engineering services for the £40m, new build Lisburn Primary & Community Care Centre. The involvement of Dowds Group in the Lisburn scheme confirms its position in leading the field for the delivery of Mechanical and Electrical services in healthcare projects in Northern Ireland. Located at the site of the city’s Lagan Valley Hospital at almost 13,000sqm, the new facility will bring together eight GP practices and enable the Trust to provide

an integrated model for both primary and secondary care on the Lagan Valley site – a one stop location for the health and social care needs of the local population. The complex consists of four floors comprising: GP consultation rooms, medical treatment facilities, dental care clinics, administration facilities, basement mechanical and electrical plantrooms housing gas-fired boiler plant, specialist medical gas, electrical switch rooms and HV substation. A roof top plant deck houses HVAC and Photovoltaic Array, sized to help the project meet

sustainability targets. The project also incorporates all services associated with the adjoining multi- storey car park. CHALLENGES Given that the construction of this project was alongside Lagan Valley Hospital’s designated Blue Light Emergency Route, managing the deliveries of general materials and significant plant lifts required close liaison with OHMG and the Trust, to ensure that Dowds Group didn’t compromise this vital route.
