Des citoyens jettent leurs sacs à ordures du balcon sur les trottoirs. C’est l’une des ques- tions soulevées récemment par le Comité des services du gouvernement général de la Ville de Hawkesbury lors de sa réunion mensuelle. À l’angle de la rue Principale et Race, il y a des résidents qui, au lieu de descendre de leur maison à trois étages avec les ordures, préfèrent les jeter du haut de l’édifice sur les trottoirs. Des voisins ayant remarqué cet incivisme s’en sont plaints. La Ville envisage d’agir pour mettre un terme à cette pratique. « On a décidé qu’on va envoyer une lettre au propriétaire de l’édifice et s’assurer que ses locataires ne font pas ça. Si les locataires le font et on les prend, nous on va charger le propriétaire pour le nettoyage », a prévenu Michel Thibodeau, président du comité des services de gouvernement général de Hawkesbury. Par ailleurs, la mairesse Jeanne Char- lebois, a informé le comité de la demande d’un résident qui vit dans un immeuble d’habitation et qui s’est fait voler deux fois sa boîte bleue de compostage. Il veut que la Ville lui en donne une autre, ce que celle-ci ne fera pas. « Non, ça ne marche plus là. La Ville donne la première boîte bleue, si elle est endommagée, qu’il nous la ramène et on lui en donne une autre. Si elle n’est pas endommagée et est disparue, tu dois payer », a tranché M. Thibodeau.

Motel de six étages à Grenville? Un promoteur est actuellement en train de recueillir des informations dans le village de Grenville pour la construction d’un motel de six étages dans la municipalité. Le maire Luc Grondin a confirmé la nouvelle, sans donner, pour l’instant, le nom de l’homme d’affaires. Parallèlement, l’entreprise Shell a obtenu le permis pour l’érection d’une station-service avec un point de vente express de produits alimen- taires dans le village. Les travaux sont en cours. La Ville investira 60 000 $ dans son PAC

La Ville de Hawkesbury investira 60 000 $ dans son Plan d’amélioration communautaire (PAC), qui entrera en vigueur dès janvier 2018. SelonManon Belle-Isle, urbaniste pour la Ville, lemontant a été déterminé lors d’une rencontre du conseil municipal sur le budget. Il devrait être entériné à la séance ordinaire du 18 décembre. « Repenser Hawkesbury en tant que centre régional actif et prospère qui offre une qualité de vie grâce à l’accès aux services sociaux et de santé, aux nombreuses occasions d’affaires et à sa communauté très vivante », est la mission assignée au programme. « Le PAC est financé sur fonds propres par Hawkesbury et a déjà été approuvé par le ministère des Affaires municipales, les Comtés unis et les paliers gouvernementaux supérieurs », a souligné Mme Belle-Isle. Elle a toutefois mentionné que les Affaires municipales ont fait parvenir, le 4 décembre, une lettre à la Ville dans laquelle elles voulaient « avoir un peu plus d’explications sur certains points. » Elle a cité, entre autres, l’accessibilité des piétons à certains endroits et le réaménagement des friches. Parmi les projets que la municipalité se propose de subventionner figure l’amélioration des façades. L’objectif est d’avoir une vue plus esthétique des bâtiments contribuant au caractère patrimonial. La ville s’engage à subventionner ce genre de projet jusqu’à un maximum de 5000 $, soit 50 % des coûts. Les travaux concernent la restauration des éléments de façade originaux ou des détails architecturaux, les Repenser Hawkesbury en tant que centre régional actif et prospère est la mission assignée au programme. portes et fenêtres, l’affichage et l’éclairage extérieur, l’installation demurales et autres. Quant à la subvention pour la conversion d’un espace commercial, elle s’élève également à 5000 $ au plus. Elle vise, selon les autorités municipales, à aider les nouveaux commerces qui entendent s’installer à Hawkesbury. La subvention accordée pour une étude sur le logement abordable, elle, a pour but de promouvoir le développement de nouveaux logements abordables au travers d’études préliminaires subventionnées. Le montant maximal à allouer est de 5000 $. Au nombre des autres subventions, on peut citer la subvention pour les frais de planification et de permis ainsi que l’aide pour la taxe foncière d’un terrain contaminé. Il s’agira ici, d’après la municipalité, d’encourager la réhabilitation des terrains contaminés en repoussant l’augmentation de la taxe foncière. Interrogée par le journal sur le nombre de personnes qui pourraient profiter du Plan d’amélioration communautaire, Mme Belle- Isle a reconnu que la Ville n’en a pas encore une idée. « Les demandes vont être ‘‘premiers rendus, premiers servis’’. La subvention dure jusqu’à ce que le montant de 60 000 $ soit écoulé », a indiqué l’urbaniste de la Ville. Elle a précisé, il y a deux semaines, avoir reçu une demande concernant les enseignes dans le secteur du centre-ville.

Budget plan ready for Champlain Township

Pay rate of Champlain Township council Champlain Township council approved Bylaw 2017-69 during its Dec. 12 session, which will set the annual stipends for members of council and also their per diem allowance when attend- ing council and committee meetings or other official meetings dealing with township busi- ness. The rates in the bylaw take effect Jan. 1, 2018. The annual stipend for the mayor will be $33,780 and the stipends for each councillor $15,256.The per diem for attending council or committee meetings or other official meetings dealing with township business will be $120. – Gregg Chamberlain What the actual dollar figure will be for the individual homeowner’s property tax bill next year will depend on whether the Mu- nicipal Provincial Assessment Corp. (MPAC) determines if the property increased or de- creased in value or remained the same. Final approval of the 2018 budget will take place during the January session of Champlain Township council. The council meeting schedule for 2018 includes both a regular session on January 9 and one last special budget session on January 24, if there are any final changes needed for the budget report. Champlain Township council worked out what its members hope will be the final municipal budget plan for next year. Lettre à l’éditeur La communauté de Hawkesbury est infec- tée par une apathie profonde et systémique. Il y a peu ou pas de fierté communautaire. Et, s’il y en a, c’est ponctuel, ensuite ça s’éva- pore. Pourquoi ? Là, je l’ai dit. Quelqu’un devait le dire. Beaucoup de gens le reconnaissent. Les gens sont découragés par l’état de la ville, ce qui est soulevé à plusieurs reprises dans le plan stratégique de Hawkesbury 2030, étude qui ramasse de la poussière sur les tablettes. Les gens en ont assez d’essayer d’apporter des solutions constructives pour voir leur travail s’évaporer par le manque d’appui soutenu. Si les élus n’en prennent pas conscience alors comment peuvent-ils y remédier ? D’un côté il y a la réalité et de l’autre, la perception de la réalité. Il faut apporter des solutions aux deux. Quel genre de planification à long terme peut-on réaliser afin de réduire la pauvreté ? Et quel genre de projets peut-on réaliser pour changer la perception négative des gens de leur propre communauté ? L’un des problèmes majeurs est que les citoyens de Hawkesbury ont une très mau- vaise image de leur ville. Ils expriment leur frustration en raison de leur isolement et de leur individualisme accrus, du manque de priorisation pour un logement adapté, du fait que le parc de logements n’est pas adapté aux réalités démographiques vieillissantes, aux petites familles, des transports en com- mun, du manque d’esprit communautaire (manque de bénévoles), dumanque de pla- nification, aucune stratégie de marketing adaptée aux spécificités de Hawkesbury, du manque de divertissement et dumanque de jeunes professionnels. Alors, comment peut-on transformer ce réel problème et amener les gens à participer activement à restaurer un esprit communau- taire sain ? Comment réduire l’apathie des citoyens ? Comment développer des projets d’engagement civique ? Comment appuyer et renforcir la capacité des organismes qui ont pour but d’apporter des changements positifs dans la communauté ? Comment renforcir le sentiment de l’estime de soi puisque c’est à partir de là que ça com- mence ? J’ai reçu mon relevé d’imposition d’im- pôts fonciers final portant la date du 27 oc- tobre 2017. J’ai préparé mon chèque daté du 31 octobre, mais je l’ai retenu parce que, si l’ensemble des cases de la facture étaient bilingues, la case de la description des pré- levés était unilingue anglaise. J’ai appelé le nouveau greffier et lui ai mentionné qu’il s’agissait d’un manque de respect pour les contribuables majoritairement de langue française. Quand celui-ci m’a d’abord dit qu’il ne pouvait rien faire, je l’ai avisé que je ne paierais pas mes taxes tant qu’il ne m’enverrait pas une description dans la langue de lamajorité et que je dénoncerais la situation. CDSBEO re-elects chair and acclaims new vice-chair
Todd Lalonde, trustee for City of Cornwall and Glengarry County, has been acclaimed to the position of chair for the Catholic District School Board of Eastern Ontario (CDSBEO). It will be the second term as chair for Mr. Lalonde, who is entering his 12 th year as a Catholic school trustee. City of Cornwall and Glengarry County Trustee Ron Eamer was also acclaimed during the annual meeting to the position of vice-chair of the Board. Mr. Eamer has served as CDSBEO trustee since 1981, and has served terms as both chair and vice-chair. Mr. Eamer is now succeeding the outgoing vice-chair, Robin Rail. Township council wrestles with roads budget
the 2018 roadworks plan, and postpone purchase of a replacement pickup truck for the public works department to next year. Council also agreed that instead of using its counties grant for purchase of a new tandem snow plow and water truck, the township would get a loan for the vehicle and use the grant to cover part of the cost for redoing the asphalt onDerby Street and Belmont Street next year.The rationale for taking out a loan for equipment purchase rather than road work is that after the loan is paid off, the snowplow would still be in good condition to continue working for several more years before it needed replacing. Ritchance Road remains on the road works schedule for 2018 and the township will use its federal gas tax grant to cover the cost for repaving and other work on the road. Reconstruction of Ritchance is a five-year project which will be complete in 2019.

Holiday driving advice The OPP remind all motorists that the annual Christmas R.I.D.E. counterattack program on impaired driving and other holiday traffic hazard situations is now in effect until after the first week of January. Drivers are also urged to observe winter road driving conditions and slow down. Champlain Township council spent most of its time on the 2018 roadworks bud- get reviewing priorities, after one council member declared he wouldn’t support any suggestions for bank loans to fix up some streets in the township. “I will not vote to borrowmoney to build roads,” said Councillor GérardMiner. “There is an effect on the (future) taxes because you have to pay the money back.” Council spent two days last week re- viewing the 2018 municipal budget preli- minary report. The December 14 session was dedicated to the capital works portion of the budget, which proposed about $4.3 million for roadworks, including both actual construction or improvements to township roads, bridges and culverts, and replacement of some roadwork vehicles. Most of the money for the roads portion of the capital works budget includes more than $3.4million in federal, provincial, and counties grants. It also draws $25,000 from the reserve fund, in addition to allocating a portion of themunicipal tax levy to the fund. The original roads’ report proposed the township secure bank loans totaling $621,120, to cover the rest of the cost for some roadwork proposals. That sparked Councillor Miner’s objection and a comment that “there are always roads to fix and we can’t keep borrowing every year because then there’s no end to it.” “We don’t have enough money to do all our roads,” saidMayor Gary Barton, addres- sing all of council. “So what do you want to do?” “What we must do is decide what is ur- gent,” said Councillor Miner, “and what we have to spend.” After discussion, council agreed to re- move Aimée Street and Duval Road from

Ontario’s Green Energy Act gives prio- rity to approved alternative energy projects, overriding municipal zoning and planning regulations. Mayor Barton noted that council can still refuse to file the municipal consultation report with the province even though that won’t stop the Eastern Fields project. “We’remaking a statement,” Barton said. “‘We don’t want to sign your document.’”
Champlain Township does not want to be part of a wind turbine project for the Pres- cott-Russell region. Council refused to sign a seven-page document from the Ontario Environment ministry for the Eastern Fields project’s re- newable energy approval application. The document is theMunicipal/Local Authority Consultation report that theministry wants township council to sign, as part of the pro- ject approval process. “I don’t want to sign this document,” said Barton. “But I think we have to make a statement that we oppose it (wind turbine project).” The gesture is a symbolic one because even Mayor Gary Barton admits that the township is going to be part of the Eas- tern Fields Wind Power Project (EFWP) in Prescott County, whether council and the residents like it or not. “We have already declared ourselves an unwilling host,”Mayor Barton said during the Dec. 12 council ses- sion. The original concept for the Eastern Fields project was to locate all the wind turbines inThe Nation Municipality, which also has declared itself an unwilling host. The com- pany’s transmission substation would be in a corner of Champlain Township which is closest to the provincial power grid link. “But now,” Mayor Barton told council,

John Kirby gained international fame for his beloved Percheron draft horses, which he raised, and at one point during his farming career, he had one of the largest herds of Holstein cattle in the province of Ontario. During his tenure as mayor of East Hawkesbury Township, John Kirby also served as warden for the United Counties of Prescott- Russell, during the term of 1980 to 1981. His brother, Robert Kirby, continues to maintain the family’s presence in local politics as the current mayor of East Hawkesbury – Gregg Chamberlain

Community grant approvals Champlain Township council finished off its official business before the holiday break by approving administration recommendations for 21 community grant requests, including 12 for cash grants and nine for in-kind. The cash grants total $18,900 and include $4000 each to the Vankleek Hill & District Historical Society, the Higginson Tower Committee, and l’Ancienne prison de L’Orignal Old Jail group, $1500 to the Vankleek Hill Agricultural Society, $1000 each to Patrimoine L’Orignal-Longueuil Heritage group, la Banque alimentaire de L’Orignal Food Bank, and the Community Assistance Fund Vankleek Hill Food Bank, $500 each to the Vankleek Hill Cougars Junior Hockey Club, Ski-Vent Clic, and the Arbor Gal- lery Cultural Centre, $600 to the Vankleek Hill Curling Club, and $150 each to the Vankleek Hill Sunshine Euchre Club and the Vankleek Hill Golden Age Club.
