About the Chartered Institute of Payroll Professionals (CIPP) Leading payroll and pension professionals through education, membership and recognition The CIPP has been providing payroll and pensions support to individuals and businesses since 1980 when the Association of Pensions and Superannuation Administrators (APSA) was formed. In 1998 APSA merged with the Institute of British Payroll Managers (IBPM) and became the Institute of Payroll and Pensions Management (IPPM). Following research and feedback from members the IPPM became the Institute of Payroll Professionals (IPP) in 2007 and was granted Royal Chartered status in March 2011. Why choose the CIPP? Continuing professional development (CPD) What is CPD? CPD is any form of learning or development that benefits you in your professional environment. This includes, but is not restricted to: l Calls into the CIPP’s Advisory Service l On the job learning l Reading News On Line , Professional in Payroll, Pensions and Reward and other publications l Attending national forums l Any form of networking where you may have learned something new l Attending training courses and/or events CPD is not just completing a qualification; it is the part that comes after that. Achieving a qualification is a great way of demonstrating knowledge and skills at a given point in time. CPD is demonstrating that you have maintained and developed that knowledge and skill set, and it should be achieved through setting learning objectives and development goals, whatever stage of your career. Why is CPD important? CPD is important because things are changing all of the time. Through logging your CPD with the CIPP, and therefore maintaining the right to use the letters associated with membership * after your name, you are

demonstrating your commitment to keeping up to date and compliant with constantly changing legislation. You are also showing your employer, or future employers, that you are open to change and willing to learn new processes or ways of doing things, which may improve operational efficiencies. Who needs to complete CPD? All associate, full and fellow members. How do I log CPD? By logging onto the members’ area of cipp.org.uk , you will find a form to complete your activity and a record of all of your CPD for the last two years. This links to your membership record and enables continued use of the letters after your name.

PAS and PQP – a great combination Separately, the Payroll Assurance Scheme (PAS) and the Payroll Quality Partnership (PQP) have both been very successful schemes in improving the payroll function in more than 100 organisations and now CIPP is offering these two accreditations as one package.

Bringing the two schemes together allows CIPP to make enhancements to both, but at the same time recognise the differences between the two. In short, PAS is concerned with compliance and best practice processes in operational payroll whereas PQP is concerned with best practice in ensuring that the learning and development needs of the staff following those processes are met.

CIPP’s vision is that the PAS and PQP accreditation will become the de facto standard for payroll operations in the UK.

PAS and PQP accreditation – the process PAS examines over 60 facets of the payroll operation and highlights areas of payroll process and practice which could lead to legislative non-compliance, and therefore financial penalties, involving HMRC, Department for Work and pensions, The Pensions Regulator and other authorities.

PQP is designed to ensure that the staff who follow your payroll processes are properly trained, performance managed and have opportunities for continuous development and learning as part of keeping your payroll operation compliant.

The accreditation is straightforward and support is available from CIPP in the early stages to ensure that you are heading in the right direction in your preparations for the accreditation assessment days. For clarity, one day will be dedicated to PAS and another to PQP.

Friends of automatic enrolment Pensions automatic enrolment (AE) is so complex that most organisations will need support to handle their duties compliantly. However, with the staging date asteroid building until the summer of 2017, when it peaks at an eye watering 135,000 companies per month, many organisations will struggle to find the support they need and may get fined as a result.

In response to market concerns that this capacity crunch issue has the potential to jeopardise the success of automatic enrolment, the CIPP successfully launched friends of automatic enrolment (FoAE).

Regional meetings Friends of automatic enrolment started off in London but due to demand meetings are scheduled to take place around the country. Please enquire to find out when and where your local meetings are taking place and who is running them. With the ever expanding friends of automatic enrolment regions we are constantly looking for new co-chairs to help run them. If you or someone you know may be interested please enquire. APPRENTICESHIPS

Apprenticeships

An apprenticeship is a way for young people and adult learners to earn while they learn in a real job, gaining a real qualification and a real future.

82%* of employers believe that hiring apprentices help businesses to grow their own talent by developing a motivated, skilled and qualified workforce.

A new standard called the Payroll Administrator apprenticeship is in development currently which we hope will be in place later this year and will provide you with further details in due course. This is a direct result of government changes leading to the intermediate and advanced apprenticeship in payroll framework expiring on 30 November 2016.

The apprenticeship levy As part of the government’s commitment to apprenticeships in England and their pledge to provide funding for three million apprenticeship starts by 2020[1], in the summer budget of 2015 the Department for Business innovation and skills (BIS) announced an apprenticeship levy that will be introduced in April 2017 that will affect all employers with an annual pay bill of £3m.

Since this announcement BIS has consulted with employers and while the detail is still being worked through prior to the introduction of the Levy, this fact sheet begins to explore some of frequently asked questions.

The levy aims to put the employer at the heart of the delivery of apprenticeships that are fit for purpose in industry that also increases their quality, holding both the employer and the training provider accountable.

The levy will be introduced on 6 April 2017 and will affect all employers in both public and private sectors and will be payable by employers whose pay bill exceeds £3 million in a tax year.

The government has provided the following example calculations:

Example one ● Employer of 250 employees, each with a gross salary of £20,000 would pay:

❍ Pay bill – 250 x £20,000 = £5,000,000 ❍ Levy sum – 0.5% x £5,000,000 = £25,000

Allowance of £15,000 is taken into account so a payment of £10,000 would be payable.

Example two Employer of 100 employees, each with a gross salary of £20,000 would pay:

● Pay bill – 100 x £20,000 = £2,000,000 ❍ Levy sum – 0.5% x £2,000,000 = £10,000 ❍ Allowance of £15,000 is taken into account there would no annual levy payment.

It will be collected monthly by HMRC through PAYE and is likely to be payable with remittances for Income tax and National Insurance contributions (NICs). The pay bill will be calculated on total employee earnings that are liable to Class one secondary NICs.

Payroll Technician Certificate 26 week duration Level three

Are you new to payroll or use a payroll system and need to know how it works to be able to answer employee questions? Starting with pay as you earn and National Insurance contributions this course will equip you with the skills necessary for the preparation of manual payments and correction of errors. The course then moves onto the rules of statutory maternity pay, statutory paternity pay, statutory adoption pay, shared parental pay, statutory sick pay and associated leave and contains all recent legislative changes, providing clear explanations on qualification, entitlement and calculation of the above statutory payments and leave. The course concludes by considering court orders and student loans. There will be two assessments; one is a multiple choice test, and the other a scenario based assignment.

Assessment is primarily via continual assessment with a worked payroll scenario and multiple choice questionnaire at the end where you will be required to calculate a manual payroll, putting your new skills to use. The recommended study time per week on average is around seven hours.
